My two cents: In classic transformation analysis, one typically starts with the "as-is" analysis before considering the "to-be" (desired future) state. I wonder if it would make sense to reverse the order of your flow: Start with the AI readiness assessment, then determine your next steps.

After your point about the different frameworks and terminology, I re-read the report and tried to work it out for myself. See below and attached some ideas. Attached is a MVD progression roadmap using existing assessment frameworks (ARI, CARE) rather than creating new ones. Hopefully it can also work for community/ organisations.
The proposed workflow:
- Communities select their target tier:
- Tier 1: Search & Discovery (searchability, spelling, first digital presence)
- Tier 2: Responsive Tools (MT, ASR, interactive Q&A)
- Tier 3: Generative AI (LLM fine-tuning, cultural generation)
- System shows minimum viable requirements for that tier:
- Technical: ARI Tier X-Y (how much data)
- Governance: CARE requirements (which must be checked)
- Cultural Quality: Minimum tier acceptable
- Assess current position using two frameworks:
- Technical (ARI): Count documents, models (1 assessment)
- Governance + Culture: CARE principles + Cultural Quality (5 assessments)
- Gap identification: Requirements - Current = What needs fixing
