Ballot measures to fund jail and detention center improvements are never popular. However, this survey demonstrates how voter support can increase when they are informed of how bad the situation is.   | | Overall, 55% approve of the job Adams County is doing, and views of the Sheriff’s Office are similarly positive. While initial support for a mill levy to fund a new detention center was mixed, support increased after voters received information about the facility’s age, maintenance costs, and safety concerns, resulting in majority support on the informed ballot test. | | | | Voters responded positively to messaging about the need for a new detention facility and its public safety benefits. Between 61% and 66% said they were more likely to approve after learning about health and safety risks, ADA compliance issues, and long-term maintenance costs, while 65% expressed greater support after hearing about expanded rehabilitation and behavioral health programs, contributing to 53% support on the informed ballot test. | | | | | | After being informed of the situation with the detention center, voters were asked again if they would support or oppose a 2.3 mill levy increase. Supporters of the detention center funding measure emphasized the need to replace an aging facility, address health and safety concerns, and expand rehabilitation and behavioral health programs.Â
Opponents focused on the cost of the proposed mill levy, affordability concerns, and skepticism about how taxpayer dollars would be spent. Adams County decided not to put this ballot measure before voters in 2024. | | | | |
