Hi Jody, 
So I have made that complaint to the sheriffs office. They say that they cannot control the DB sounds or do they have any equipment that would automatically issue a ticket like speed radar in the small portable cabinets that I’ve seen around town. The fine that can be imposed is minimal. Hence the reason for a noise ordinance that can be enforced in specific areas. It just seems to me that nobody wants to deal with it, but yet it creates a problem for the general public for recreation and general living within the south end of Horsetooth reservoir. The main complaint is what I consider the crotch rockets with straight pipes. The majority of everything else can be tolerated on occasion. There needs to be a third-party involved between Lammer County sheriffs office and parks and rec to work through this. The Rangers are deputy sheriffs and can write tickets on roads but do not carry any DB meters to write additional fines the other issue that was told to me is that the license plates are normally tucked up under the back fender of the motorcycles so they cannot be read easily. There has to be something that can be done. I’ve lived up here, my almost my entire life, and it’s  become intolerable in the summer months.

I have basically received the same comments that you have provided from each enforcement….so someone needs to take the initiative and get everyone together to enforce and deter these motorcycles and loud disturbances.

So where do we go from here?

oise level policy generally prohibits any noise disturbance that exceeds specific decibel limits or constitutes an "unreasonable interference with enjoyment of life." However, the ordinance explicitly exempts general traffic noise from these specific decibel limits.  While general traffic is exempt, individual vehicles may still be in violation if they emit "unreasonable noise" or exceed maximum sound levels on a public right-of-way.  

In Colorado, Boards of County Commissioners have the authority to adopt ordinances and resolutions for the unincorporated areas of the County, while the enforcement of these regulations is primarily performed by the County Sheriff's Office.  Although the County's Department of Natural Resources Rangers work in conjunction with the Sheriff's Office, they are not responsible for enforcing traffic issues outside the County's open space areas. 

To request traffic enforcement in unincorporated Larimer County, the Larimer County Sheriff's Office website asks that you leave a message on the Traffic Line at (970) 498-5357 and they will do their best to respond to your concern as soon as possible.  This service is for reporting chronic traffic problems, like the one you described, at a specific location. Be sure to leave your name, phone number, and as much information as possible.  For reporting a traffic incident that is currently in progress, you're asked to call the 24-hour non-emergency number at (970) 416-1985.

I encourage you to continue to report loud vehicles through the Sheriff's Office established channels.  Standard fines are outlined in the County's Noise Ordinance and generally start at $30 for a first offense and increase to $300 for a third offense within 30 days.

Hello Jody 
I have not heard anything more on my discussion, however the issue remains the same. There are three enforcing bodies within larimer county that can find a solution but none of the parties want to officially speak to each other to come up with the solution. Larimer sheriff’s office, larimer park and rec, and you as council all have ways to work thru this. Together it should be any easy goal.  I know this is not just in an area I live in but it is congested and a sharp focus on enjoyable living, recreation, and basic road traffic.

Silence was not the result  I was looking for with my local government and enforcement
