We've never done anything big in this country without little banks, despite what big banks or big tech might want us to believe. Locally-owned, locally-controlled financial institutions have and continue to make key investments in communities that big banks were never designed to make. 


But not every community has had the same opportunity to create their own local financial institutions. If we want to do big things like close racial disparities in wealth and income, build all the housing we need at prices people can actually afford, or transition to a clean energy future, we can't afford to sit around and wait for big banks to do it for us on their schedule.


Let's start a conversation about how we can build and support local financial institutions to get it done on our schedules.

We have a Local Public Banking Draft Bill for Colorado!


After more than 600 hours of research, analysis, discussion, debate, drafting, and editing, the Rocky Mountain Public Banking Institute and the Colorado Public Banking Coalition Steering Committee have completed two bills.

The first is this Draft Bill to Authorize Local Public Banks.

 

In addition, the General Assembly’s Legislative Legal Services has issued an opinion that a local home rule city or county could establish its own public bank without state legislation if it confines its operations to its own community.

Only Pitkin and Weld countries are home rule at this time, but our state bill to authorize local banks would enable all other counties.

We also drafted a bill to create a state public bank. (link for state bank bill)

Our twelve-member board of directors plans to engage in an all-day Strategic Planning session soon to decide what to focus on—local banks, a state bank, or both, and how to go about it to best achieve our goals. Please send us your thoughts on the matter.
