She/Her Why this matters

December 10, 2024
Welcome back to Senator Hickenlooper’s Grant Digest, a compilation of current federal grant opportunities!
With historic investments from our Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS + Science Act, Colorado is set to receive BILLIONS in funding for key priorities, including for critical infrastructure goals, climate initiatives, American manufacturing, and more. Senator Hickenlooper is working hard to ensure that Colorado continues to receive its fair share of these federal investments, and our office is eager to serve as a resource for more information, answer additional questions, and assist with your application.
We are continuing to track competitive funding opportunities, and have rounded up a directory of current grant applications and information below. We update this list every month, and will always spotlight some recent news of great investments and activities hitting the ground in Colorado.
Protecting Our Investment
Over the last three years, we’ve done historic work to rebuild our infrastructure, bring back manufacturing, connect every house to high-speed internet, and finally take decisive action on climate change. While we fought tooth and nail to get those funds passed through Congress, and to make sure Colorado was awarded its fair share, billions are at risk. We are working with our agency partners to move quickly to obligate the funds that have already been awarded before a new administration has the opportunity to claw them back. We’ve done the hard part, now we will continue to work to protect our progress.
$61 Million for Colorado’s Aging Water Infrastructure
Last week, we celebrated the Department of Interior’s announcement of over $61 million in federal loans for six Colorado projects to update aging water infrastructure, increase drought resilience, and improve hydropower generation.
We fought to include $8 billion for western water infrastructure, $10 billion for forests, $19 billion for agricultural conservation, and $4 billion for drought in the Inflation Reduction Act and Bipartisan Infrastructure Law.
You can read more about the announcement and awards here.

New Opportunity for Habitat Restoration and Species Recovery in the Upper Colorado River Basin
Last week, the Bureau of Reclamation announced a new funding opportunity for projects that are environmentally focused and have additional water savings benefits. The funding will restore habitats and assist in species recovery, while providing water savings to help increase resiliency against prolonged drought driven by climate change. This investment is made available through the Inflation Reduction Act—the largest ever climate investment — for use in the Upper Basin States of Colorado, New Mexico, Utah and Wyoming.
More detailed information, including additional eligibility and evaluation criteria and how to apply, can be found at the Upper Colorado River Basin System Conservation and Efficiency Program website. Applications for this new funding opportunity will be accepted through Jan. 10, 2025. Additionally, there is an Informational Webinar scheduled for Wednesday, December 11, 2024 at 11:00 AM MT.
