As someone who has supported you since you first entered politics, I am writing to ask you to please oppose the Aragon Holdings Batch Plant Development Proposal to place a concret batch plant at 516 N Highway 287. This property is within the Fort Collins Growth Management Area, and their City Planner also recommends opposing this Proposal.
516 N Highway 287 is directly across the street from a residential community of, to my direct count, over 300 mobile homes. While that community is designated a Mixed Neighborhood, it is virtually entirely residential except for occasional home-based businesses.
516 N Highway 287 also directly abuts Suburban Areas as designated on the Fort Collins Structure Plan Map.
516 N Highway 287 is in an area defined by Fort Collins as a Suburban Mixed Use District. A concrete batch plant does not fit that description in any way. Here are some photos of typical concrete batch plants.




Besides causing noise and dust that affect adjacent and nearby residential neighborhoods, 516 N Highway 287 does not have the ability to deal with stormwater in particular, or with potentially large amounts of wastewater.

Good morning Raymond and Linda.Thank you for reaching out regarding the proposed concrete batch plant. The batch plant in question is a proposed Special Review land use case that is still in review and will be scheduled for a public hearing before the Planning Commission (PC) and Board of County Commissioners (BCC), probably before the end of the year. Michael Whitley, Senior Planner, is the case manager, and he is your best point of contact, and I will forward him your email for the public record. I am glad that he is also receiving the emails from concerned residents around Terry Lake because he can answer your questions about process and procedures. Given the pending hearing and the quasi judicial nature, we cannot speak with the public - "ex parte communication." Once hearings are scheduled, neighbors will be notified, and the public will be able to continue to send written information and testify at the hearings. All of the public comment will be included in our land use hearing packet when we receive it before the actual hearings. Please note that this proposed project has been in review since 11/21, and the applicant is Loveland Ready Mix. The case is currently in its second round of review with staff and referral agencies, and a re-submittal (third round of review) will be required before the case can be scheduled for a hearing.
