Elizabeth Carter, in the Clerk & Recorder’s Office is a gold standard professional, and a fabulous ambassador for Larimer County.  Likely, you already know that.

 

I have come to know Ms. Carter through my exchanges with her regarding my property valuation appeal to the CBOE.  While the appeal process itself was deeply flawed and will be addressed elsewhere, Ms. Carter’s professional conduct was the standout exception.

 

I was in contact with Ms. Carter in an informal discovery process attempting to learn the details supporting the adjudication of my appeal.  As you might imagine, I peppered her with a lot of specific process questions, many of which, I am sure, were difficult for her to answer.

 

Throughout that process, I grew to admire her character, courage, and professionalism.  Never once did she waiver under the pressure of my questions.  She is honest and forthright in her answers, and demonstrated a sophisticated and nuanced balancing of my informational needs with the interests of Larimer County.  Most impressively, throughout all our exchanges, she continued to offer her support and willingness to provide whatever additional assistance I thought I might need.  Regrettably, in today’s world, that level of commitment and service is increasingly rare.

 

I have served as a member and chair of several public sector boards and commissions over the years, and having staff with the level of professionalism demonstrated by Ms. Carter is the most critical element of effectively executing the policies of the elected body, into daily departmental operations, as you well know.

 

Congratulations for having Ms. Carter as a member of your team. You are indeed fortunate to have her as a member of your staff.
