I am inquiring about free Home Efficiency Assessments advertised by the LC conservation Corps

Apparently  free for residents of Larimer county who (when you read the fine print) live in the cities of Fort collins and Loveland.  I guess other Larimer tax payers dont count.  Or does PRPA pay the whole bill?  PRPA only fundes energy audits last I checked.  Efficiency works Will not  extend its services even for a fee.

Ive attached a copy of the ad offering the free service and the link is to the LCCCs web site,  At least the web site is a little more honest about who can claim the benefit.

Fort Collins Utilities and Loveland Utilities customers are eligible to receive a FREE basic home efficiency assessment. This program is available to renters, homeowners, and all home types mid-January through late April. Learn more and self schedule assessment.

Members of the Water & Energy Crew perform FREE basic home efficiency assessments to Fort Collins Utilities and Loveland Utilities customers. 

Is there any program at all for those of us who are not served by these municipal utilities?  Are the rest of us just second class?

I would pay for the service if I could find a provider.  
Why does the conservation corps bother to list a phone number when it never answers the phone and disconnects before you can leave a message?

Thank you for reaching out in relation to the Larimer County Conservation Corps (LCCC) Water & Energy services. 

The Water & Energy program is funded through our municipal partners at the City of Loveland Utilities and City of Fort Collins Utilities.  As a result, participation is limited to those houses specifically within their service territories. These boundaries are set by the funding source and are not related to any resident’s background or demographics.

We have explored expanding this service to other utility providers outside of these two service areas, but have not been successful. We understand this is disappointing and are continuing to look for opportunities to broaden access.

You may want to consider contacting This Efficient House, Energy Outreach Colorado, or Xcel Energy. These entities may offer options that serve your location.

We’ve noted your concerns, and feedback helps us improve how we approach our messaging, while reinforcing our pursuit of future expansion.
