Engagement Opportunities for 2024 Land Use & Housing Legislation Implementation
The Department of Local Affairs, in collaboration with the Colorado Department of Transportation and the Colorado Energy Office, is launching an engagement process to implement several pieces of recently-enacted legislation related to the intersection of land use and housing. This engagement process will focus on refining the required tools and resources that must be created for local governments to comply with:
HB 24-1304 Minimum Parking Requirements
HB 24-1152 Accessory Dwelling Units
HB 24-1313 Transit-Oriented Communities
SB 24-174 Sustainable Affordable Housing Assistance (Housing Planning).
How to Participate
The engagement process is meant to ensure local governments have the tools they need to successfully implement these laws while weaving together implementation tasks across the new laws to promote efficiency. There are a variety of ways to take part:
Monthly engagement meetings: Monthly meetings will orient local governments and experts listed in the legislation to the status of implementation, including opportunities to comment on resources ready for review, and to participate in Q & A.
Audience: subject jurisdictions, local governments interested in opting into any of the laws, and subject matter experts listed in the legislation.
Timing: The first engagement meeting takes place Friday, August 23, 2024 from 10:30 a.m. to noon. If you represent a local government or are an expert/organization in an interest area listed in any of the legislation, please register here.
Biweekly office hours: Subject jurisdictions can sign up for appointments to discuss jurisdiction-specific questions related to compliance with any of these laws.
Audience: subject jurisdictions.
Timing: Keep an eye on this newsletter and attend the monthly engagement meetings to stay in loop.
Participatory website: The Department of Local Affairs is building an engagement platform on our Engage DOLA website that will host information regarding the implementation timeline, upcoming meetings and agendas, draft tools/resources for comment, and other relevant information.
Audience: anyone interested in the legislative implementation process of these four laws.
