Dear John,

More big announcements in the New Year.

U.S. Department of Health and Human Services Secretary Xavier Becerra has renewed the public health emergency (PHE) for COVID-19. We will share more as information becomes available.

Also, The U.S. Department of Health and Human Services (HHS) has awarded nearly $245 million in Bipartisan Safer Communities Act funding – $185.7 million from the Substance Abuse and Mental Health Services Administration (SAMHSA) and nearly $60 million from the Health Resources and Services Administration (HRSA) – to support youth mental health, help the health care workforce address mental health needs, and fund other critical mental health supports. Addressing the mental health crisis is a top priority of the Biden-Harris Administration, as part of President Biden’s Unity Agenda. The bipartisan legislation signed into law by President Joe Biden in June provided HHS with vital resources to help children and families across the country.

And announced January 11th, nearly 16 million people have signed up for affordable health coverage in the ACA Marketplaces since the start of the Open Enrollment Period. This record-breaking enrollment represents a 13% increase over last year, including over 3 million people new to the Marketplaces.

The Biden-Harris Administration has made expanding access to health insurance and lowering health care costs for America’s families a top priority, and under their leadership, the national uninsured rate reached an all-time low earlier this year.

The 2023 Marketplace OEP runs from November 1, 2022 to January 15, 2023 for Marketplaces using the HealthCare.gov platform. People generally need to submit an application and choose a plan by January 15 for their coverage to start February 1. State-based Marketplace enrollment deadlines vary and may be longer than the HealthCare.gov deadlines. State-specific deadlines and other information are available in the State-based Marketplace Open Enrollment Fact Sheet.

Dear John,

This week, I had the privilege of traveling with Secretary Xavier Becerra to meet with advocates and providers in Wisconsin, a state where abortion care is no longer being provided, and Minnesota, a state where abortion remains legal and legislators recently introduced a bill to codify the right to abortion into state law. During these visits, we reiterated the Biden-Harris Administration's steadfast commitment to protecting access to reproductive health care, including abortion and contraception.

Secretary Becerra noted, “The Biden-Harris Administration continues to fight shoulder-to-shoulder with women and families who face this frightening new reality in states across the nation. This anniversary reminds us of what America’s women lost as a result of the Dobbs decision, and of the importance of HHS’s work to protect and expand women’s access to reproductive health care. Our work won’t stop until all women have access to this critical care.”

The U.S. Department of Health and Human Services (HHS) has released a report entitled: “Marking the 50th Anniversary of Roe: Biden-Harris Administration Efforts to Protect Reproductive Health Care,” which outlines the actions HHS has taken in the face of the health crisis precipitated by the Dobbs decision, which overturned Roe v. Wade.

A few key actions HHS has taken include:
• Reaffirming the Department’s commitment to protecting the right to abortion care in emergency settings under EMTALA.
• Issuing guidance to clarify protections for birth control coverage under the Affordable Care Act.
• Protecting medical privacy by empowering patients to protect their medical information on smart phones and Apps.

On January 25th, the Biden-Harris Administration announced that a record-breaking more than 16.3 million people have selected an Affordable Care Act (ACA) Marketplace health plan nationwide during the 2023 Marketplace Open Enrollment Period (OEP) that ran from November 1, 2022-January 15, 2023 for most Marketplaces.

President Biden promised to strengthen and build on the Affordable Care Act, and this year, the 10th year of ACA Open Enrollment, more Americans signed up for high-quality, affordable health insurance through the ACA Marketplaces than ever before. I am proud to be part of an Administration that is dedicated to expanding access to health care. Throughout my travels, I have heard from people who can now afford to see a doctor, afford their prescriptions, and have access to vaccines that hadn’t been covered by Medicare prior to 2023.

Since President Biden took office, the number of people who have signed up for an affordable health care plan through HealthCare.gov has increased by nearly 50%. Because of the President’s plan, millions of working families saved an average of $800 on their health insurance premiums last year.

“Unprecedented investments lead to unprecedented results,” said HHS Secretary Xavier Becerra. “Thanks to President Biden’s leadership, more than 16 million Americans have health insurance through the Affordable Care Act Marketplaces – an all-time high. The Biden-Harris Administration has made lowering health care costs and expanding access to health insurance a top priority – and these record-breaking numbers show we are delivering results for the American people. We will keep doing everything we can to ensure more people have the peace of mind that comes with high-quality, affordable health care.”

The Director for HHS' Office for Civil Rights, Melanie Fontes Rainer, is traveling the country to inform folks of the office and what their work includes. We were lucky enough to host her in Denver, Colorado to help facilitate some of these discussions. Our Office for Civil Rights enforces federal civil rights laws, conscience and religious freedom laws, the Health Insurance Portability and Accountability Act (HIPAA) Privacy, Security, Breach Notification Rules, and the Patient Safety Act and Rule, which together protects your fundamental rights of nondiscrimination, conscience, religious freedom, and health information privacy. Our team convened community members and leaders for discussions on women’s health care services and civil rights issues.

Biden-Harris Administration Proposes New Rules to Expand Access to Birth Control Coverage Under the Affordable Care Act  
  • Today, the U.S. Department of Health & Human Services (HHS) and the Departments of Labor and the Treasury (Departments) proposed a rule to strengthen access to birth control coverage under the Affordable Care Act (ACA). Under the ACA, most plans are required to offer coverage of birth control with no out-of-pocket cost. To date, millions of women have benefited from this coverage. Today’s rule proposes to expand and strengthen access to this coverage so that all women who need or want birth control are able to obtain it.

Dear John,

We are looking at maternal health from a broad lens and are committed to supporting safe pregnancies and childbirth, eliminating pregnancy-related health disparities, and improving health outcomes for parents and infants across our country. Last summer, the White House released the Biden-Harris Administration’s Blueprint for Addressing the Maternal Health Crisis , a whole-of-government approach to combatting maternal mortality and morbidity.

In 2022, building on the Maternal Health Blueprint, CMS (Centers for Medicaid and Medicare) established a “Birthing-Friendly” hospital designation – a publicly reported, public-facing hospital designation on the quality and safety of maternity care. This is the first-ever hospital quality designation by HHS that specifically focuses on maternal health. HHS also released a report exploring the role of doulas in maternal health care. The report, “Doula Care and Maternal Health: An Evidence Review,” reviews the evidence on the effects of doula care on maternal health outcomes and discusses challenges and policy opportunities for expanding doula care in the U.S., including recent developments in Medicaid.

This week, I joined several lawmakers, advocates and storytellers in a press conference to highlight steps the Administration has taken including Federal funding of $324 million, an increase of $120 million, for HRSA, CDC and National Institutes of Health (NIH) initiatives aimed at improving maternal health and reducing the nation’s high maternal mortality rate. Funding provides a five-year investment with historic funding levels for the Maternal, Infant and Early Childhood Home Visiting Program, authorizes new investments in mental health grants, suicide prevention, substance use disorder, maternal mental health, the mental health workforce and pediatric mental health, and expands mental health parity protections, and increased funding for the maternal mental health hotline.

Dear John,

Secretary Xavier Becerra selected three new models for testing by the CMS Innovation Center to help lower the high cost of drugs, promote accessibility to life-changing drug therapies, and improve quality of care.

Tackling the high costs of prescription drugs and increasing access to novel therapies continue to be priorities of the Biden-Harris Administration. As part of the Inflation Reduction Act of 2022, for the first time in history, Medicare will be able to negotiate lower prescription drug prices for beneficiaries, and starting this year, drug companies that raise their prices faster than inflation will have to pay Medicare a rebate. But the Administration recognizes there is more work to do to lower prescription drug costs for more American families. That’s why on October 14, 2022, President Biden issued an executive order directing Secretary Becerra to consider additional actions to further drive down prescription drug costs.

In particular, the executive order directs Secretary Becerra to consider whether to select for testing, by the CMS Innovation Center, new health care payment and delivery models that would lower drug costs and promote access to innovative drug therapies for beneficiaries enrolled in the Medicare and Medicaid programs, including models that may lead to lower cost-sharing for commonly used drugs and support value-based payment that promotes high-quality care.

“HHS is using every tool available to us to lower health care costs and increase access to high-quality, affordable health care,” said HHS Secretary Xavier Becerra. “We are full-steam ahead in delivering the cost savings from the President’s Inflation Reduction Act of 2022, and people on Medicare are already feeling the benefits. But as President Biden has made clear, we must build on the new prescription drug law with further action, which is why HHS is implementing these new projects to bring down prescription drug costs.”

  • Through the title IV-E Foster Care program, the Children’s Bureau supports states and participating territories and tribes to provide safe and stable out-of-home care for children and youth until they are safely returned home, placed permanently with adoptive families or legal guardians, or placed in other planned arrangements for permanency. The program is authorized by title IV-E of the Social Security Act, as amended, and implemented under the Code of Federal Regulations (CFR) at 45 CFR parts 1355, 1356, and 1357.

Dear John,

Last week I met with University President Andy Feinstein and his leadership team at University of Northern Colorado (Go Bears!). We discussed the opening of their Medical School and the Nation’s need for health care workers. This need was exacerbated by the pandemic and continues to impact our colleagues to this day!

I also stopped by a local FQHC, Sunrise Community Health, to update the conversation on delivery of services and workforce. Region VIII HHS remains grateful to Sunrise's CEO, Mitzi Moran, and all our FQHCs, clinics, providers, nurses, front door greeters, administrative staff and those who keep our workspaces clean for showing up – we see you! We know you are tired! We know you have been through so much – and we remain so very grateful for you!

On a similar note, HHS has a plethora of initiatives aimed at strengthening our Nation's health workforce.

The Bureau of Health Workforce (BHW) at HHS improves the health of people who need it most. We strengthen the health workforce and connect skilled health care providers to communities in need.

The BHW offers scholarships, loans, and loan repayment programs to individuals and awards grants to organizations (For example, schools, hospitals, health departments). It’s nursing programs advance health equity by ensuring that all communities have access to high-quality and culturally competent medical care. Healthcare clinician programs help connect skilled healthcare providers to communities in need.

Individuals can apply to these scholarship and loan repayment programs.

The primary care workforce can be trained through Health Professions Training Grants. These grants invite clinicians to practice in areas with limited access to care, including rural areas; increase diversity; and encourage health care workers to learn from each other.

HHS also released the HHS Health Workforce Strategic Plan. The plan provides a forward-looking framework for health workforce improvements, focused on four key goals:

1. Expanding supply,
2. Ensuring equitable distribution,
3. Improving quality, and
4. Enhancing the use of data and evidence to improve program outcomes.

Women’s History Month has officially begun! Earlier this week, Secretary Becerra stated, “At HHS, we know that the only way to improve the health and well-being of all Americans is to eradicate the racial, gender, and economic barriers that make it hard for women and girls – especially women and girls of color – to access health care. Therefore we have invested billions of dollars in expanding access to care, lowering health care costs, and decreasing disparities – whether the issue is maternal health, behavioral health, reproductive health, foster care, or domestic violence. The work we do at HHS is critically important and so is who is leading the work. Since day one, it has been important to me that HHS looks like this country. So, when I look across the conference room table and see the many women in leadership positions across the Department—or as I meet the next generation of women leaders at HHS—I know that we are truly fulfilling our mission.”

Normally I would not share this, but I received the 2023 Power Award from GALS (Girls Athletic Leadership School) this week. The only reason I share with you now is that it was received for my public service. I share the commitment of so many at HHS Region VIII that we are here to serve you. Good governance delivers for the American people, and we do that by engaging with you in serious dialogue about mental health, workforce challenges, maternal health disparities, protection of civil rights, substance use disorders, medications/access to providers and necessary medications all in a post-global pandemic world. While I am proud to have received this award and share a photo here with Cleo Parker Robinson, the other honoree, I celebrated that day and got back to work for each of you. It is my continued honor to serve you – and will do so each and every day.

Statement from HHS Secretary Xavier Becerra on Action to Lower Insulin Costs  
  • U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra released the following statement today on the news that after President Biden called for extending the $35 cap on insulin to all Americans so that everyone can afford it, the nation’s largest insulin manufacturer is lowering their price for insulin by 70% and capping patient out-of-pocket costs at $35 or less per month.

Departments of Labor and Health and Human Services Announce New Efforts to Combat Exploitative Child Labor  
  • Since 2018, the Department of Labor has seen a 69 percent increase in children being employed illegally by companies. In the last fiscal year, the department found 835 companies it investigated had employed more than 3,800 children in violation of labor laws. The maximum civil monetary penalty under current law for a child labor violation is $15,138 per child. That’s not high enough to be a deterrent for major profitable companies.

Dear John,

Youth access to health care is critically important to HHS and this Administration. Surgeon General Vivek Murthy visited Colorado Children’s Hospital last week to convene a roundtable for a discussion on youth mental health. During the visit, Surgeon General Murthy noted, “There's a unique set of challenges that, I think, kids are facing today. Challenges that have to do, in part, with the environment in which they grow up. Many kids are actually experiencing both online and offline bullying, right. Many are growing up in environments where they're experiencing violence and racism in their communities, and neighborhoods, and even schools, which chips away at their sense of self, and impacts their mental health and well-being. Our kids are also growing up in a 24/7, nonstop information environment.”

The Surgeon General and the Biden Administration are acting to protect youth mental health. Last year, HHS released a Surgeon General’s Advisory on youth mental health to outline recommendations. Most recently, the White House released a first of its kind report on mental health research priorities to outline an Administration-wide set of critical and timely needs and opportunities in mental health research.

This week Vice President Harris visited Arvada, Colorado to share the benefits of the Inflation Reduction Act. The HHS Office of Climate Change and Health Equity (OCCHE) addresses the impact of climate change on the health of the American people. The Assistant Secretary for Health wants to create an environment where every person is safe and healthy, and created this office to address this growing issue. The President’s Task Force on Environmental Health Risks and Safety Risks to Children is also leading and coordinating cross-agency work to reduce pollution burdens and exposures, including lead exposure and asthma disparities in children of color. Dear John,

March 23, 2023 marks the 13th Anniversary of the Affordable Care Act (ACA), which has helped pave the way for historic advancements in heath equity for all Americans; including older adults, women and families, people with disabilities, LGBTQI+ individuals, and communities of color. The ACA has provided over 30 million Americans with comprehensive health coverage through benefits including prescription drugs, preventative care, mental and substance use treatment, and wellness visits.

Additionally, the Biden-Harris Administration’s American Rescue Plan (ARP) built upon the achievements of the ACA by adding additional investments that further expanded health care coverage and has helped to reduce health care costs for millions of Americans. The ARP also:

• Increased the number of Americans covered under quality health care by 21%.

• Saved Americans roughly $800 per person annually, allowing them to allocate these funds for various expenses including groceries, childcare, and other essentials.

• Expanded the number of Americans eligible to save money on health care coverage through temporarily expanding eligibility for premium tax credits for those previously excluded from financial assistance.

• Increased affordability for low- and middle-income Americans by increasing the size of tax credits.

• Addressed racial health inequities by expanding coverage and reducing costs. This was accomplished through increasing affordability and health insurance coverage expansion allowed historically uninsured communities – especially for those who have faced significant health disparities – to access coverage, thereby improving opportunities for health care during and beyond the COVID-19 pandemic.

Last year, President Biden noted in his Statement on the 12th Anniversary of the Affordable Care Act, that “thanks to the American Rescue Plan, ACA premiums are at an all-time low, while enrollment is at an all-time high. Four out of five Americans can find quality coverage for under $10 a month, and families are saving an average of $2,400 on their annual premiums — that’s $200 in savings every month that families can spend on gas, groceries, and other necessities.”

As we approach the 13th Anniversary of the Affordable Care Act, rest assured that the Biden-Harris Administration is working diligently to keep health care costs and premiums low for the American middle class and to keep quality health care accessible to all Americans.

Yesterday, the Biden-Harris Administration celebrated the 13th anniversary of the Affordable Care Act (ACA) by highlighting record-breaking enrollment numbers during the 2023 Marketplace Open Enrollment Period and lower health care costs because of President Biden’s American Rescue Plan (ARP) and Inflation Reduction Act (IRA). Since 2014, when HealthCare.gov was launched, enrollment has doubled from 8 million to more than 16 million. Nearly 16.4 million consumers selected or were automatically re-enrolled in health insurance coverage through HealthCare.gov Marketplaces and State-based Marketplaces (SBMs) during the 2023 open enrollment. Enrollment has increased year-over-year, with 1.8 million more consumers signing up for coverage during the 2023 open enrollment compared to the 2022 open enrollment, a 13% increase, and nearly 4.4 million more consumers signing up compared to the 2021 open enrollment, a 36% increase.

“As we celebrate the anniversary of the Affordable Care Act today, we have even more evidence that this law has lived up to its name, providing a way for Americans to access quality, affordable health coverage,” said HHS Secretary Xavier Becerra. “Thanks to President Biden’s leadership, more than 16 million Americans have health insurance through the Affordable Care Act Marketplaces – an all-time high. We will keep doing everything we can to ensure more people have the peace of mind that comes with high-quality health care.”

This year, individuals benefited from a competitive Marketplace. Ninety-two percent of HealthCare.gov enrollees had access to plans from three or more insurance companies. Also, new standardized plan options, called Easy Pricing plans, were available in 2023 through HealthCare.gov, which helped consumers compare and select plans.

More information on applications and plan selections, including state-level premium savings from the ACA and ARP/IRA, are available in the 2023 Open Enrollment Report and a suite of accompanying public use files (PUFs). An additional PUF is available for HealthCare.gov plan selections, including deductibles, Health Savings Account eligibility, and standardized plan option selection rates. The PUFs can be found here.

Dear John,

We have huge news this week! The U.S. Food and Drug Administration (FDA) approved the first nonprescription, “over-the-counter” (OTC) naloxone nasal spray, Narcan. Naloxone, which is a medicine that can reverse an opioid-related overdose, has been proven to be a helpful tool to prevent fatal overdoses, connect more people to treatment for substance use disorder, and, importantly, save lives. Making Narcan available without a prescription will allow for it to be sold directly to consumers in places like drug stores, convenience stores, grocery stores, gas stations, and online.

“We can prevent overdoses and save lives by making naloxone more accessible, and at the same time, we can ensure equitable access to essential health care,” HHS Secretary Xavier Becerra said. “Today’s FDA action to allow access to naloxone without a prescription is another strong step forward in advancing HHS’s Overdose Prevention Strategy.”

Further improving the health and safety of our communities through research and evidence-based methods is HHS’s Overdose Prevention Strategy. The Overdose Prevention Strategy helps advance the Biden-Harris Administration’s National Drug Control Strategy, delivering on the call to action to beat the overdose epidemic plaguing our nation.

To close out Women’s History Month I served as a panelist at a Women’s Empowerment Workshop, where I focused my participation on youth mental health and women’s health issues. There were over 200 women and community members in attendance. I extend a heartfelt THANK YOU to EVERYONE across Region VIII who seeks to enhance women’s health! Whether it is mental wellbeing, culturally competent care, access to care, strengthening our maternal health, to health equity, thank you for doing all you can.
Lastly, today is Cesar Chavez Day. Cesar Chavez was a social justice advocate whose efforts helped pave the way for various agricultural advancements, including being the first person in U.S. history to help give farmworkers the right to join a union. Cesar Chavez Day comes at the end of National Farmworkers Awareness Week, and the federal government is continuing to put into practice ways to honor, protect, and empower these folks who are incredibly important and central to America.

U.S. HHS Secretary Xavier Becerra joined U. S. Congresswoman Yadira Caraveo, M.D. and me this week to discuss steps taken to reduce out of pocket expenses by way of the Inflation Reduction Act.

Secretary Becerra noted the new lower price drug law saves out of pocket prescription costs for America’s seniors and others on Medicare.

HHS recently released a report that estimates that the Inflation Reduction Act will help seniors and people with disabilities save over $230 million on vaccines. It’s clear that the Inflation Reduction Act is helping all Americans, including seniors, receive the care they need without having to pay an exorbitant amount.

This week, I also welcomed the Executive Director Krystal Ka’ai of the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders (WHIAANHPI) to Region VIII. It was good to be with new and longtime friends in the AANHPI community, here is Colorado. As we enter National Minority Health Month, it is important to hold space to listen to what specific communities face in terms of achieving health equity.

Dear John,

This week, Dr. Shakari Lee from the Colorado Black Health Collaborative and I hosted a roundtable centered on Black maternal health and the discrepancies Black birthing people in the Denver-metro area experience. Shining a much-needed light on Black maternal health, Secretary Xavier Becerra has said, “we [at HHS] recognize all the efforts of everyone who has spoken out and taken action to address the heart-wrenching maternal health crisis in our country. Currently, Black mothers suffer pregnancy-related deaths at a rate that is three times higher compared to White mothers. This is unacceptable. These disparities persist regardless of education and income level. And we know that many of these deaths are preventable.”

The United States has the highest maternal mortality rate among developed countries – which is heartbreaking and upsetting. I am honored to be a part of a department that is working diligently to support safe pregnancies, childbirth, and health equity initiatives. I was also honored to attend a roundtable discussion hosted by U.S. Senator John Hickenlooper (Colorado) this week in Colorado Springs, Colorado. The discussion was centered on public safety in the metro-Colorado Springs area. Unfortunately, firearm injury is among the 5 leading causes of death for people aged 1–44 in the United States. Addressing the gaps in knowledge and identifying effective prevention strategies are needed to keep individuals, families, schools, and communities safe from firearm injury and death. Understandably, community violence affects everyone in a community as people grieve for friends and neighbors and avoid engaging in neighborhood activities. In addition, violence creates strain on education, justice, and medical systems and weakens local business growth and prosperity, limiting community resources and preventing the achievement of other community goals.

April is National Minority Health Month and the theme for the month is Better Health Through Better Understanding. The three central topics for this theme are:

1. Increased health literacy for patients.

2. Providing culturally and linguistically competent care for diverse populations; and

3. Improving access to health care information for patients with limited English proficiency (LEP).

It’s been shown that only 14% of the U.S. population has proficient health literacy. Meaning that many people struggle to find, understand, and use information and services required to make informed, health-related decisions and actions for themselves and those they care about. This is unacceptable.

Regarding National Minority Health Month, Secretary Xavier Becerra stated, “Every April, the HHS Office of Minority Health (OMH) observes National Minority Health Month to highlight the importance of enhancing the health and wellbeing of racial and ethnic communities and reducing health disparities. This year we are focusing on advancing health equity by reinforcing to the health care community the importance of providing culturally and linguistically competent health care services, information, and resources to patients, so they are empowered to create healthier outcomes for themselves and their loved ones. The Biden-Harris Administration is committed to implementing policies and programs to eliminate barriers to equitable care to ensure we leave no one behind. Together, alongside our health care partners, we are working to advance health equity, decrease disparities, and improve health outcomes for those we serve.”

Last Week, Director Griego met with the CEO of American Academy of Pediatrics, Mark Del Monte, and officials from the Colorado Chapter of American Academy of Pediatrics.  During this meeting, the American Academy of Pediatrics shared their goals for 2023 and all parties worked to find areas of collaboration moving forward.

This week I had the honor of speaking on a health equity panel at the State of Reform Conference in Salt Lake City, Utah, where I shared HHS’ health equity initiatives, including the HHS Equity Action Plan. The plan comes as part of President Biden’s commitment to addressing equity through a whole of government approach. He emphasized this commitment in his budget and outlined some tangible steps we are taking recently.

At a separate meeting with Emmie Gardner from Holy Cross Ministries, we discussed the lower drug price law (the Inflation Reduction Act), Senior care, access to care and health equity for folks across the State.

I’d like to also thank Utah State Senator Nate Blouin for co-leading a discussion on the Inflation Reduction Act and Senior Care with me in his district; and the Pacific Islander community leaders who came out to hear updates from HHS on Health Equity, an upcoming summit hosted by the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders (WHIAANHPI).

Additionally, I was humbled to be invited to visit and meet with some of the leaders from the Ute Indian Tribe of the Uintah and Ouray Reservation. While together, I was shown the Tribe’s health unit and toured their facilities which are under construction, as well as discussed ways in which HHS, IHS (Indian Health Services), and the Ute Indian Tribe can continue to work together to best serve Tribal members.

Dear John,

We are taking a moment to recognize and highlight the amazing individuals that make up our Spring 2023 internship cohort. These folks have been instrumental in keeping our office functioning smoothly and I am so grateful for all they do for us. Thank you to Alex, Rasika, Zara, Isaac, and Alexandra! Meet them below:
 

Alexander (Alex) is a young professional in the government administration field. He is an incoming master’s student in the MSc International Relations programme at the London School of Economics and Political Science (LSE). Alex is a graduate of the University of Denver’s Josef Korbel School, where he completed his bachelor’s degree with Cum Laude honors. Alex comes to the HHS Denver Office from US Army War College and National War College. His acumen lies in military strategy, project administration, and qualitative research.
Rasika is a master’s student at the University of Denver, pursuing her MA in International Human Rights. With a specialization in Quantitative Data Analysis, she hopes to apply her research and data skills towards issues of social equity. She is passionate about the intersection of healthy equity and data and hopes to see more communities of color being actively included within the data collection and analysis process.
 

Zara is a second-year International Studies master's student at the University of Denver with a bachelor's degree in International Studies and a minor in Spanish. Her interests lie in research, particularly on the intersection of gender and health, and human rights violations. She is also passionate about advocacy work. 

 Isaac is a 3rd-year undergraduate student at University of Denver (DU), majoring in psychology in Spanish. In the fall of 2023, he will begin his master's in social work at DU, with the goal of becoming a Licensed Clinical Social Worker. His interests include mental health, burnout, and serving marginalized communities.


Alexandra Terrazas is a first-generation Mexican American college student at the University of Denver. She is currently in her second year studying psychology with a Spanish minor as a Davis New Mexico Scholar. Since moving to Denver, she has taken interest in helping the migrant community around Denver by visiting the GEO detention center in Aurora as a volunteer with Casa De Paz. She wants to use her time and energy to help marginalized communities in this country and has been able to continue that work as an intern with HHS as she helps do research that targets the benefit of many marginalized people.

Dear John,

This week I traveled in South Dakota to meet with Tribal Nations. Government to government meetings occurred ahead our annual Region VIII Tribal Consultation. Meeting Tribal leadership in person is a priority and lends to deep and meaningful conversations. Respect of the Sovereign Nations leads our work here and we are grateful for the opportunity to serve. Additionally, I had the privilege of visiting the newly completed Oyate Health Center in Rapid City, South Dakota. Thank you to everyone who made me feel welcomed in the beautiful state of South Dakota. Our office is looking forward to continuing to deepen our relationships with the Tribal Nations in South Dakota and with the Tribal Nations throughout our region.

Our office was honored to join State Director of the United States Department of Agriculture, Rural Development, Ms. Nikki Gronli, in our travels. USDA has so much to contribute to the American people in terms of grants, equipment, services, and low interest loans. USDA Rural Development supports rural prosperity in South Dakota by investing in modern infrastructure such as high-speed internet and water and waste treatment systems.

I also want to highlight that May is Mental Health Awareness Month. At the Department of Health and Human Services, we are proud to help lead the whole-of-society response to this crisis. We created 988, the Suicide Prevention Lifeline, furthered mental health services in schools, advanced a center for excellence on social media and mental health, and released the HHS Roadmap for Behavioral Health Integration. We have also helped states to create Certified Community Behavioral Health Clinics which provide behavioral health care 24 hours a day, 7 days a week, since mental health crises don’t just happen during business hours. Thank you for welcoming me in and providing a space for me to better serve you.

Dear John,

I want to extend to you all a Happy Memorial Day and a heartfelt THANK YOU to all the men, women, and people who have served our country in the armed forces. Your service to our country is deeply appreciated and is not taken for granted. This weekend, let us all carve out some time to express gratitude for those who have fallen for our country throughout the centuries.
As a lifelong history buff, I recently learned that Memorial Day was originally known as Decoration Day following the Civil War. In the 1860s during springtime, American towns began having tributes for the fallen Civil War soldiers where townspeople would decorate their graves with flowers to honor their sacrifice. Although this has been a practice since the Civil War, it took over 100 years for Memorial Day to become a federal holiday in 1971.

 
This Memorial Day, I will be remembering and honoring all the fallen service members who have given the ultimate sacrifice for our freedoms. I wish you all a beautiful Memorial Day Weekend whether it’s spent at your local Memorial Day parade, decorating the graves of our nation’s veterans, or surrounded by family or friends.

Surgeon General Issues New Advisory About Effects Social Media Use Has on Youth Mental Health  
  • While social media may offer some benefits, there are ample indicators that social media can also pose a risk of harm to the mental health and well-being of children and adolescents. Social media use by young people is nearly universal, with up to 95% of young people ages 13-17 reporting using a social media platform and more than a third saying they use social media “almost constantly.”

I left the call feeling inspired by these movers and shakers who are going above and beyond to ensure dignity, protection, and rights for members of the LGBTQIA+ community. To those who work to uplift and empower the LGBTQIA+ community – THANK YOU!
I also wanted to take a moment to highlight the work that HHS is doing on behalf of the LGBTQIA+ community. As you might already know, June is National Immigrant Heritage month. HHS is taking a moment to acknowledge and celebrate all the contributions immigrants have made, and continue to make, in our country.

For centuries, people have come to America in search of a better future and more opportunities for themselves and their families, and each wave of immigrants has brought new ideas and innovation that has moved our country forward. As President Biden noted, “today, one third of our doctors and nearly three quarters of our farmworkers are immigrants, and so many more are essential workers, first responders, and military service members. Immigrants own approximately one in five businesses, create millions of jobs, pay hundreds of billions in taxes, and spend even more on American goods. Almost half of all Fortune 500 companies were started by immigrants or their kids. Immigrants help strengthen our diplomatic and people-to-people ties around the world. It’s simple: immigrants keep our Nation strong and our economy growing.” Read the President’s Proclamation on Immigrant Heritage Month here.
Immigrants and immigration are deeply woven into the fabric of our nation’s history. With this being said, I would be remiss to omit that for the descendants of slaves, the displacement from their countries of origin and enslavement stripped them of their autonomy to make any decisions, including the decision to be brought to America. Juneteenth, a federal holiday which occurs on June 19th, marks the day that the Emancipation Proclamation began being enforced in Texas — June 19, 1865 — over two and a half years after it went into effect.

Juneteenth helps us remember that moving toward justice and equity requires a continued and sustained commitment. Though this holiday, often commemorated as marking the end of slavery in the United States, was over 150 years ago, the struggle for equity for African Americans and other Black Americans continues. Celebrating events like Juneteenth is important for highlighting the historical circumstances and contemporary factors that shape the current constraints and opportunities experienced by African Americans and other persons of color in the US. Celebrating these events also provides an opportunity to highlight the many contributions of African Americans in the face of historical, structural, and institutional racism.

Indian Child Welfare Act | National Men's Health Week | HHS Funding Opportunities

Dear John,

As you may have heard, the U.S. Supreme Court ruled in favor of the Indian Child Welfare Act, which is a law that helps to promote the best interests of Native American children. The decision from the Supreme Court reinforces our Nation's commitment to recognizing Tribal sovereignty and rights for Native American children. Read more about the ruling here.
This year, National Men’s Health Week is occurring from June 15th to June 21st. The purpose of having a National Men’s Health Week is to serve as a reminder to take care of one’s health, to increase awareness of preventable and treatable health problems, and to encourage early detection of diseases and viruses. Unfortunately, asking for assistance is not always easy since many men have been raised with the notion that asking for assistance is a “sign of weakness” and therefore has been spun as “minimizing their masculinity.” We must do our part to change this narrative. Seeking help makes men more autonomous and allows them to take charge of their health.

It’s important to note that American Indian and Alaska Native men generally face greater health disparities and mortality rates than American Indian and Alaska Native women as well as men in other populations. Some of these health disparities include suicide, HIV/AIDS, and diabetes.

This National Men’s Health Week, think about incorporating some additional empowering, health-focused components into your life. These can look like, and are not limited to, eating a healthy diet including fruits and vegetables, engaging in regular physical activity, reducing or quitting commercial tobacco use, stress management and limiting use of alcohol and dependence on drugs, and attending regular health checkups. HHS Announces Nearly $9 Million to Increase the Number of Substance Use Disorder Clinicians in Underserved Communities  
  • The U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), is announcing awards of nearly $9 million to strengthen and expand the mental health and substance use workforce in underserved and rural communities. This funding will provide support to 20 grantees to train health care providers to provide care for individuals in need of mental health and substance use services.

HHS Takes Additional Action to Keep People Covered as States Resume Medicaid, CHIP Renewals  
  • The U.S. Department of Health and Human Services (HHS) announced new flexibilities to help keep Americans covered as states resume Medicaid and Children’s Health Insurance Program (CHIP) renewals. The new flexibilities were announced in a letter Secretary Becerra sent to the nation’s governors urging them to adopt all available flexibilities to minimize avoidable coverage losses among children and families.

Dear John,

Last week I had the privilege of meeting with Tribal Nations and Tribal healthcare organizations throughout the state of Montana with Indian Health Service. I deeply appreciated hearing the lived experiences of the folks in Montana, and I am grateful to have had the opportunity to meet with so many wonderful individuals advocating for the protection and care of Native Montanans. Thank you to Indian Health Service for inviting me to join them on this trip and for reinforcing our offices' commitment to encompassing, quality healthcare for everyone in the Mountain West region.

As you may have heard, last week the U.S. Supreme Court ruled in favor of the Indian Child Welfare Act, a law that helps to promote the best interests of Native American children throughout the country. This decision from the Supreme Court further backs our Nation's commitment to recognizing Tribal sovereignty and rights for Native American children. On this ruling, President Joe Biden stated:

“Our Nation’s painful history looms large over today’s decision. In the not-so-distant past, Native children were stolen from the arms of the people who loved them. They were sent to boarding schools or to be raised by non-Indian families—all with the aim of erasing who they are as Native people and tribal citizens. These were acts of unspeakable cruelty that affected generations of Native children and threatened the very survival of Tribal Nations. The Indian Child Welfare Act was our Nation’s promise: never again.”

HHS Study Shows In-hospital Delivery-related Maternal Death Rates Decreased More than Half from 2008 to 2021  
  • A large nationally representative study shows in-hospital delivery-related maternal mortality rates improved 57% between 2008 and 2021, despite identified increases in severe maternal morbidity (SMM). This observational study of over 11 million hospital discharges, conducted by the HHS Office on Women’s Health (OWH) and published in JAMA Open Network , intends to more clearly define trends and risk factors leading to maternal mortality and morbidity in the United States and to improve overall national prevention and treatment efforts.

HHS Issues Advisory on Mental Health Symptoms and Conditions Related to Long COVID  
  • “Long COVID has a range of burdensome physical symptoms, and can take a toll on a person’s mental health. It can be very challenging for a person, whether they are impacted themselves, or they are a caregiver for someone who is affected,” said HHS Secretary Xavier Becerra. “This advisory helps to raise awareness, especially among primary care practitioners and clinicians who are often the ones treating patients with Long COVID.”

It’s almost the 4th of July! Let me be the first to wish you a very happy Independence Day. As we celebrate our nation's day, I hope you find time to reflect on what our Independence means to each of us, display your flag and enjoy time resting, recreating, barbequing, or spending quality time with friends and family. No matter how you enjoy the 4th, please remember to apply sunscreen when outdoors, check for ticks on both you and your pets if you walk in tall grass or go hiking, and be sure to drink plenty of water.

This past week, our Public Affairs Coordinator, Joseph attended HHS’ first ever Pride Summit, which was held in Washington, DC. The Pride Summit hosted hundreds of LGBTQIA+ community leaders and advocates from across the country and highlighted Biden-Harris Administrations accomplishments regarding LGBTQIA+ initiatives. While opening the Pride Summit, HHS Secretary Xavier Becerra stated: “Supporting the LGBTQI+ community is a top priority for me and HHS. Equity runs at the heart of every initiative we take on here. We are facing daunting challenges right now – with some politicians spewing hateful rhetoric and imposing restrictions against the LGBTQI+ community. But, thanks to the leadership of President Biden, I am confident we will make it through this moment.”

FACT SHEET: President Biden Issues Executive Order on Strengthening Access to Contraception  
  • This is the third Executive Order on reproductive health care access that the President has signed since the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, and the first focused specifically on protecting and expanding access to contraception. Contraception is an essential component of reproductive health care that has only become more important in the wake of Dobbs and the ensuing crisis in women’s access to health care.

We are quickly getting through the summer! And there is quite a bit of notable news here at HHS.

This time last year I was traveling through North Dakota and heard from North Dakotans on their dental health crisis, workforce shortages, and health equity work. As with all my travel to your communities, I met some amazing folks working to serve their respective communities and reduce barriers to access and healthcare. My most recent conversations with North Dakota’s State Health Official, Dr. Wehbi, was dedicated to reminders to Americans to get their vaccines to prevent illness. One example is to ensure our nation’s children are ready for the school year and our seniors are protected from viruses and severe illness.

Today I am excited to see Secretary Becerra’s statements on the new report to save seniors out-of-pocket costs: “The Biden-Harris Administration continues to take action to lower costs for millions of Americans and improve health outcomes across the nation. Today’s announcement protects patients from junk health insurance and unfair billing practices, and increases transparency in our health care system, while continuing to implement President Biden’s historic prescription drug law that is lowering costs for millions of seniors across the country,” said HHS Secretary Xavier Becerra. “The Biden-Harris Administration is committed to helping seniors and people with disabilities save money on the medications they need and ensuring hardworking families have insurance when they need it.”

July is National Minority Mental Health Awareness Month. The purpose of National Minority Mental Health Awareness Month is to create dialogue and awareness to the specific struggles that racial and ethnic minorities combat regarding mental illness in our country.

Those from racial and ethnic minorities can suffer from poor mental health outcomes due to a variety of reasons, including lacking access to quality health care and services, discrimination, and cultural stigma surrounding mental health and mental healthcare. On this note, HHS is committed to advancing better mental health through better understanding for racial and ethnic minority communities. Some of the resources the department has crafted include:

• E-Learning Program: Improving Cultural Competency for Behavioral Health Professionals

• Guide: Behavioral Health Implementation Guide for the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care

• Webinar: Advancing Behavioral Health Equity: National CLAS Standards in Action

• Webinar: Trauma and COVID-19: Addressing Mental Health Among Racial/Ethnic Minority Populations
Some statistics regarding minority mental health disparities are:

• In 2021, it is estimated that only 39 percent of Black or African American adults, 25 percent of Asian adults, and 36 percent of Hispanic/Latino adults with any mental illness were treated, compared to 52 percent of non-Hispanic white adults.

• One study suggests that Hispanic men who identify as LGBTQI+ experience higher rates of body image disorders than Hispanic women, Black and African American men and women, and white men and women who identify as LGBTQI+.

• According to the Veterans Health Administration Department of Veterans Affairs, American Indian and Alaska Native Veterans report experiencing post-traumatic stress disorder (PTSD) at double the rate of non-Hispanic white Veterans - 20.5 percent compared to 11.6 percent.

• In 2020, suicide was the leading cause of death among Asian Americans and Pacific Islanders aged 10 to 19; it was the second leading cause of death among those aged 20 to 34.

  • The goal of the HHS Health Workforce Initiative is to support, strengthen, and grow the health workforce by leveraging programs across the Department, including through the $2.7 billion workforce investment proposed in the President’s Fiscal Year 2024 Budget for the Health Resources and Services Administration’s (HRSA) workforce training, scholarship, loan repayment and well-being programs.

South Dakota Expands Medicaid Bringing Health Coverage to More than 52,000 State Residents  
  • Thanks to South Dakota’s historic expansion of Medicaid today under the Affordable Care Act (ACA), the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), announced that more than 52,000 South Dakotans – including many members of South Dakota Tribes– are eligible for comprehensive health care coverage.

HHS Announces Actions to Lower Health Care Costs and Allow Medicare to Negotiate Lower Drug Prices  
  • HHS released revised drug price negotiation guidance from the Centers for Medicare & Medicaid Services (CMS). The guidance is a critical step in implementing the IRA, which finally took on Big Pharma and will allow Medicare to negotiate lower drug prices on behalf of people with Medicare.

Additionally, Region VIII welcomed Admiral Rachel Levine of OASH, Office of the Assistant Secretary of Health, to engage climate change, environmental justice, and health equity conversations in Boulder, Colorado. Attendees expressed the need for solutions to climate issues to be community-led and facilitated. While the conversation was in Colorado, we have heard from many of you across Region VIII about how climate change through existing threats from climate-related weather events (including extreme heat, flooding, wildfires) is adding burdens on physical and mental health and is also introducing new health threats. These impacts are felt the most in communities that have long been the victims of economic and social discrimination which makes it harder for residents to prepare, respond, and recover to climate threats. Admiral Levine and I share President Biden and Secretary Becerra’s commitment to tackling this climate issues alongside each of you from the federal level.

HHS Issues Proposed Rule to Advance Non-discrimination in Health and Human Service Programs for LGBTQI+ Community  
  • The proposed rule, Health and Human Services Grants Regulation (HHS Grants Rule), if finalized, would protect LGBTQI+ people from discrimination in important health and human services programs by clarifying and reaffirming the prohibition on discrimination on the basis of sexual orientation and gender identity in certain statutes.

  • The Food and Drug Administration (FDA) announced it has approved Opill (0.075 mg oral norgestrel tablet) for nonprescription use to prevent pregnancy— the first daily oral contraceptive approved for use in the U.S. without a prescription.

988 Suicide & Crisis Lifeline Adds Spanish Text and Chat Service Ahead of One-Year Anniversary  
  • One year after the rollout of the 988 Suicide & Crisis Lifeline, the U.S. Department of Health and Human Services (HHS) and its 988 Lifeline partners announced the addition of Spanish text and chat services. Specialized services for LGBTQI+ youth and young adults were also added earlier this month, following a successful pilot test.

July is Disability Pride Month, which acknowledges the passing of the Americans with Disabilities Act (ADA). The ADA, a human rights law that forbids discrimination against those with disabilities, was passed in 1990 and the first official celebration of Disability Pride Month occurred in 2015, the 25th anniversary of the ADA. Since 1990, cities around the world have celebrated Disability Pride Month with their own parades and festivals. Some upcoming parades and festivals in our region include:

I spent the past week in Montana meeting with stakeholders throughout the state and hearing what’s occurring on the ground regarding health and human services. One of the meetings I had was with Disability Rights Montana, whose “mission is to protect and advocate for the human, legal, and civil rights of Montanans with disabilities while advancing dignity, equality, and self-determination.” Like so many of others throughout our region, the folks at Disability Rights Montana work constantly towards making their state and city more equitable for the people in their community, to which I say, THANK YOU!

  • The grant awards facilitate ongoing efforts throughout the nation in prevention, treatment, recovery support and harm reduction – the pillars of the HHS Overdose Prevention Strategy. The Overdose Prevention Strategy helps advance the Biden-Harris Administration’s National Drug Control Strategy, which delivers on the call to action in President Biden’s Unity Agenda for a whole-of-government approach to beat the overdose epidemic.

Departments of Labor, Health and Human Services, Treasury announce proposed rules to strengthen Mental Health Parity and Addiction Equity Act  
  • The proposed rules announced seek to fully protect the rights of people seeking mental health and substance use disorder benefits and provide clear guidance to plans and issuers on how to comply with the law’s requirements. In developing their proposals, the departments drew from their combined and individual experiences in enforcing the act and in working with plans and issuers, as well as state regulators.

Biden-Harris Administration Hosts Inaugural Asian American, Native Hawaiian, and Pacific Islander Mental Health Summit  
  • Held in recognition of National Minority Mental Health Awareness Month, the historic event featured officials from key federal agencies, mental health professionals, researchers, federal policymakers, community organizations, and Biden-Harris Administration leaders -- including members of President Biden’s Cabinet. Through five issue-specific conversations, attendees worked to identify innovative federal and local solutions for the unique behavioral health challenges AA and NHPIs face.
