Administrative matters, and public comment, isn't an employment situation, so there is no counsel we can provide.  Public comment is an option open to the general public on matters for the commissioners.

While you may feel my concerns are unequivocally employment-related and fall within Human Resources' purview: the issues I have raised, including perceived discrimination based on a protected characteristic, instances of alleged retaliation, and conditions contributing to a hostile work environment (HWE), directly pertain to my employment situation with Larimer County.

Since my initial reports on May 16th, both HR and my direct supervisor have failed to clarify inconsistent policies and resolve these critical issues in a timely manner. This lack of resolution has directly caused me to endure a hostile work environment.

Furthermore, the unaddressed safety policy inconsistencies at Horsetooth Reservoir pose a clear risk to the general public, including myself as an employee, as safety protocols are not being adequately followed or clarified. It is my duty to report this safety neglect to the governing body, which in this instance would be the Larimer County Commissioners.

Redirecting these serious safety grievances to "administrative matters" or "public comment" is inappropriate. These are not general public policy debates but specific public concerns requiring HR's direct intervention and substantive resolution.
