Pets get the love from two House bills

Pets cannot be discriminated against by insurers for residential insurance unless there's documentation that the animal is a danger, according to HB25-1207. This insurance requirement applies to dwellings lived in by owners or renters. Tenants are subject to "reasonable conditions." If an owner of a rented dwelling takes a tax credit for affordable housing, that owner as landlord must allow renters to have pets. That piece of the statute allows the poochie wearing glasses to take up residence with his affordable apartment renter-pet-owner-for-life in Littleton.


HB25-1180, Prohibiting Pet Animal Sales in Public Settings, prevents pet sellers from presenting their pets for sale at roadsides, parks, recreation areas, outdoor markets, etc. There are exceptions for entities licensed by the Pet Animal Care and Facilities Act. So if you see pets for sale at your local park, make sure the local animal shelter is presenting the animals.

HB25-1202: Mold as health problem

Mold can cause allergies that create respiratory problems for individuals, especially for people suffering from asthma or inflammation. Mold spores irritate the lungs causing wheezing, congestion, and coughing. They can also cause itch, watery eyes, runny nose, chest tightness and shortness of breath.


HB25-1202 is a Mold Awareness and Registration Act. Its goal is to raise awareness of mold as an allergen and the importance of removing mold from interior spaces. Mold grows on damp or wet walls. Its spores are in the air and they like walls affected by leaks, humidity, poor ventilation connected to cool surfaces, and damp areas susceptible to water damage such as basements and crawl spaces.


The bill requires residential sellers and landlords to provide to prospective buyers or tenants any information about the presence of mold including mitigation or remediation conducted.

Four bills on children's safety and care

The Office of Child Protection Ombudsman receives an update of its responsibilities with HB25-1200. In general, the bill gives the Office more access to information and facilities affecting a child's welfare and to protect the confidentiality related to a child's case.


HB25-1178 bans the seclusion of a child in a district, charter, or CSI charter school or at off-campus events. The bill requires the State Board of Education to change its rules to reflect the intention of the bill.


HB25-1175 allows a victim of a sexual assault resulting in the conception of a child to place the child for adoption without permission of the person who committed the violence.


HB25-1188 prohibits making child neglect claims based exclusively on such factors as homelessness, poverty, unavailable services, disability, race, ethnicity, or socioeconomic status.
