Hello,

I'm writing to provide comments as I am unable to attend the meeting in
person due to a conflict with work.

First, I would like to say that I appreciate the opportunity to provide
comments to the County Commissioners.

My name is Paul Duffy. I live at 812 Redwood Ct, Bellvue CO 80512. I
moved to this address in October 2002.

My comments today relate to the problem of speeding in our neighborhood
on North Co. Rd 25G leading up to the entrance to Lory State Park. This
is a problem that has been increasing in frequency and severity over the
past several years. For about 1/2 mile leading up to the park, the
posted speed limit decreases from 35 to 30 mph. I can see this stretch
of the road from my backyard. I am asking the Commissioners to consider
options that will help increase the safety of the residents of this area
and reduce the likelihood of a pedestrian accident along this stretch of
road.

In the 20 years I've lived in this location, there have always been
people that use the flat, straight stretch leading up to Lory State park
for speeding trials. People easily hit over 60mph on this road on a
regular basis. Over the past couple years, the visitation to Lory State
Park had dramatically increased. With this increase in visitation, there
has also been an increase of incidents of excessive and dangerous
speeding. People with paddleboards or bikes on their vehicles, are often
observed speeding into and out of the park. The problem is worse in the
mornings and evenings on the weekends although some weekdays are now
dangerous as well. Some of the speeding is from local people as well.
There is one person on Redwood Ct. who regularly speeds up and down our
street (a 500 ft. long cul-de-sac) and uses the surrounding roads as a
race track for his cars. My point here is that it is both neighborhood
residents and people clearly visiting the park from in town that are
contributing to the problem.

I have contacted the Larimer County Sheriff's Office to request
additional patrols. They have added patrols to the area but it is clear
that a couple random patrols over the course of a month or so are not
going to resolve the issue. LCSO traffic division has placed a traffic
dolly (posting actual speeds) in the area. That has caused some people
to slow down and drive closer to the speed limit. Ironically, this has
also increased in the number of people dangerously passing those who are
driving reasonably. This type of passing happens regularly and
anecdotally seems more common in the week or so since the dolly was put
in place.

Residents in this area have mail delivered to group locations that are
on the West side of North Co. Rd 25G. It is dangerous at times to get
our mail with the excessive speeding that can take place here. It is
also dangerous for the USPS employees that deliver the mail to these
locations. There are a number of cyclists that use this road as well as
members of the community that walk along this road to get to the park.
The speeding makes it dangerous to use the sides of the road for
walking. There is also quite a bit of wildlife out here that is impacted
by this speeding. I've personally watched 2 deer get struck since I've
moved here. I've also seen dozens of dead deer along the road here in
the past 20 years. This includes an incident two years ago where both a
mother and doe were stuck and killed at the same time. This doesn't
happen when people are driving the speed limit. I came upon them laying
10 feet away from each other on the side of the road.

To summarize: 1) There has been a substantial increase in the volume of
traffic and this has been accompanied by a significant increase in
speeding incidents.  2) People also
regularly use this straight away as a race track. 3) This stretch of
North Co. Rd 25G dead ends into Lory State Park. 4) We have mail
delivery and pickup at multiple point along this stretch. 5) People use
this dead end road for cycling and walking. 6) Increased patrols and
speed dolly will not resolve the issue.

This is a problem that seems to only be getting worse despite the best
efforts of an understaffed LCSO. I would like to request that the
Commissioners consider the installation of speed reduction bumps
(similar to the flat, wide ones that work quite well in Cherry Street
near Old Town) in front of each of the three groups of community
mailboxes along this stretch of road. If people are actually driving at
or slightly above the speed limit of 30 mph, then these will be of
minimal inconvenience.

If something is not done to address this issue, I think it is likely
that there will be a pedestrian struck by a speeding vehicle in this
area. There is no reason for people to drive as fast as they do in this
area.

I have met with Roy McBride, who is the Supervisor out at Lory State Park during the past week. He has also heard about speeding issues from the residents on CR 25G (Lodgepole Dr).  He says he gets more complaints about folks parking along CR 25G when the lots are full at Lory.   He requested the county look at extending the No Parking we currently have posted along CR 25G near the park entrance further to the north through a second vertical curve to a point past the mailboxes at Birch Dr.   He offered help pay for the cost of the signs if the county approved the extension of the No Parking zone.  Just wanted you to be aware that we are considering this request also.   The request for speed bumps is a tough one since current policy does not allow for the installation of speed humps on mainline county roads.  

Mark:  I did check with the park and they do have a walk/bike in fee of $4.00 per person walkers and bikers with no vehicle.     

I am going to have David set a couple of classifiers out in that area of CR 25G during the next couple of weeks so we get a better idea of the actual speeds taking place out there.

I'm grateful for your thoughtful consideration of this request to have some form of speed bumps put at or near the mailbox locations along this stretch of road where the speed limit is 30mph leading up to Lory State Park.

As I was on my way to Denver for meetings yesterday morning, I did see a LCSO Deputy that had pulled someone over, presumably for speeding. LCSO does an amazing job with what I feel are too few resources.

As I was on my walk up to the park this morning, several cars with bikes on the back heading to the park passed us in the 30mph zone doing easily 50+mph. As we made our way to the park, we came upon yet another deer strike fatality. There is a doe, which was not there yesterday morning, struck dead on the west side of the road about 30 yards from the park entrance. It is hard to fathom how people can be going so fast leading up to the park entrance to strike and kill a large mammal like that instantaneously.

I'm not sure if someone from the County need to be notified about disposing of this carcass. Anyway, you know where it is in case someone does need to dispose of it.
