Many of us working with immigrants in Larimer County were shocked with this news and wish to hear from you the details behind the dollars having been rescinded. We work with numerous immigrants who are investing ten hours per week on top of full-time work and family responsibilities to learn English. They want to become more fully integrated into our communities and to improve their opportunities for advancement.
Since you are director of the Adult Education Initiatives (AEI) office at the Colorado Department of Education (CDE), the agency who awarded these funds, we are writing you to ask why the funding has been rescinded. Ms. Pellow has told us that the rescinded funds are federal Adult Education and Family Literacy Act (AEFLA) dollars, managed by your office. If you are not the one who made the decision to rescind the funds, can you connect us with those who made this decision so that we can reach out to them?
Our immigrants need these classes. We are devoted to accompanying these immigrants as they try to maneuver and thrive in their new culture. We look forward to hearing from you.

I know you have received some outreach regarding the corrective action that CDE has recently taken with an adult education grantee, The Learning Source (TLS), and I wanted to share a bit of background information.
As you are aware, the Colorado Department of Education serves as the fiduciary and administrator of several state and federal grants; as such, we are committed to responsible and ethical stewardship of state and federal funds and compliance with all state and federal requirements related to managing, distributing, and overseeing the use of these funds. Our work includes ensuring that grantees' use of funds meets the programmatic requirements and that grantees comply with all state and/or federal funding requirements. We are also required to monitor grantees’ compliance with these state and federal requirements and, when necessary, take corrective action.
Last week, we provided informal notice to The Learning Source (TLS) that, after a comprehensive seven-month review of their federal Adult Education and Family Literacy Act (AEFLA) grant activities and related financial records, we have identified significant discrepancies and non-compliance issues both programmatically and fiscally. We are in the process of finalizing this report and will share these findings directly with TLS.
Throughout the review period, which began in December, we notified TLS that the pending grant award was conditional on the results of the program review/monitoring and that a formal decision could only be made after the review was complete. To date, TLS has not been provided a formal grant award letter (GAL) for pending grant applications.
We recognize and understand that our adult education partners provide critical services to their communities. Moving forward, we will be working with other grantees in the local workforce development areas TLS has served to ensure adult learners in those areas can access the services they need. CDE will also be conducting outreach to existing partners within TLS’ service area – such as community colleges, libraries, elementary schools, and other community-based organizations – and providing information regarding future grant opportunities to support adult learners.

Thanks for your suggestion that many of us follow the advice of the legislative liaison to CDE, when she/he told Rep Kipp: In the meantime, students seeking support can contact A...@cde.state.co.us for information and referrals to other programs or eligible providers in Colorado. Those of us concerned can certainly do that on behalf of students, but the students themselves likely do not yet have the language proficiency to make such contact. They are at our mercy.
In addition, via this email I am asking Rep. Boesenecker to give us on this email list an update on the meeting he was planning to hold this week. What can we do now? Should I send once again my email to the CDE person in charge of the AEI program, Dr. Garcia? I have not received a response from her. I don’t want to do anything that would move us in a backward direction, but I do want to be sure this issue is being addressed.

I wanted to share an update regarding our conversation with the Colorado Department of Education (CDE) yesterday. We greatly appreciate the time and effort the CDE dedicated to connecting with Dr. Rebecca Woulfe and me, during which we discussed potential short-term and long-term solutions in response to the recent funding cuts faced by The Learning Source. Their insights have been invaluable in helping us navigate this challenging situation.
Short-Term Solution: Partnering with Existing Organizations Our primary concern is ensuring that any partner we collaborate with demonstrates the highest level of responsibility and ethical stewardship of state and federal funds, as well as full compliance with all related regulations. It is important for us to guarantee that our commitment to managing, distributing, and overseeing the use of these funds aligns with these principles. Given the scope required to initiate a new partnership, we believe this is not the best time for us to pursue this option.
Long-Term Solution: Applying for AEFLA Applying for the AEFLA grant competition for the grant cycle that began on Monday, July 1, 2024, would require a thorough and diligent approach from our institution to ensure we not only meet but exceed the desired outcomes of this grant. We also understand the AEFLA grant requires grantees to provide a 35% non-federal match. Our strategy would need to involve careful planning and a highly strategic approach to ensure our proposal reflects our dedication to excellence and our mission.
We believe it would be in the best interest of our community to dedicate the necessary time and effort to pursue any of these options, and that our approach should be in alignment with our 2025-2030 Strategic Plan, which we’re launching this fall. So, at this time, we won’t be pursuing these options. Once we have our Strategic Plan in place, we’ll be in a much better position to consider future opportunities.

John, so this basically says that FRCC thinks the community should pursue one of those options, but FRCC won’t be doing so, at least not now. Right? What is your opinion about how we might best get going as a community on pursuing one of these options? Should we be working with Rep Boesnecker? I don’t want to stick my nose in where it is not welcome or helpful, but I also don’t want to see this need so unfulfilled. Appreciate any advice you might have for me. Thanks, MaryLou
