Connell stops operations at Timnath asphalt plant. Here's what's next.

Connell Resources has ceased operations of its asphalt plant in Timnath's Ladera development and is building a new one in Weld County, the company confirmed Dec. 11.

The company previously announced this fall that it would cease operations at its Timnath asphalt plant at the end of 2025. It has since done so and is in the process of reclaiming the site — a process that is expected to take 3 to 5 years to fully complete in compliance with state regulations, according to a statement from Connell Resources President John Warren.

The company said it would build a new plant in Weld County but did not specify where.

With the plant nearing the end of its lifespan in Timnath, the company proposed moving it to Wellington and the town's planning commission approved the company's plans over the objections of nearly two dozen residents at a commission meeting back in June 2023. The Wellington Town Board later overturned the commission's approval in 2023 — a decision which was upheld by a Larimer County judge in 2024 after Connell Resources filed a lawsuit that previous fall.

In February 2024, Timnath Town Council approved the annexation and rezoning of 188 acres of Connell LLC's Ladera project, including its asphalt pit, which is located south of Ladera's Floor and Decor store near Interstate 25. Two months later, Timnath voters overwhelmingly rejected a measure that would have restricted annexation of land containing active mining permits and stalled Ladera's development plans.

The plant's decommissioning is "the next big step to realizing our vision of Ladera," Grant Nelson of Republic Investment Group previously told the Coloradoan in an emailed statement. Republic Investment Group is overseeing the development of Ladera, which is poised to open an indoor self-storage facility, Respite Care's new Timnath facility, a barbecue restaurant and, potentially, a new biergarten, auto shop and In-N-Out.

Additionally, Nelson is working on signing sit-down restaurants and large-format retail users.
