Proposed Regulations for STRs

Dear Larimer County Commissioners,
Thank you for all of your work on these proposals, I know it hasn't been easy.  My name is Jack Irving and my wife, Deb,  and I are both long-term residents of Larimer County.  I had moved from Fort Collins when I bought and lived in my small cabin at 2050 Upper High Drive in June 2015.  After meeting Deb in 2016 and marrying in 2017, we both lived in Estes for a short period of time.  I had become the step-grandparent of 7 children and we just didn't have the room for them to visit.  We returned to Fort Collins, but we wanted to keep our cabin for visits to Estes and RMNP, an area that we loved.  We also wanted to be able to keep the cabin in the family for future generations, much has been done by many families in the Estes valley for years.  In order to afford our new home and the cabin on our retirement income, we needed to rent it out.  We initially tried a long term rental, but then we couldn't use it, so we got on the Estes Park STR permit waiting list.  In time, we obtained our permit from the Town of Estes Park.  

 We now have a STR permit from Larimer County.  We invested a lot of money in bringing my cabin, which was built in 1935, into compliance with the county rules for STRs. This investment decision was impacted, in part, by the terms of the permit which included unlimited transferability. To change these terms after the fact is patently unfair. Imagine if you took out a mortgage on your home at 5% and a few years later, the bank decides to change it to 6%. It's a small change, but with a big impact. That's exactly what The proposal to eliminate transferability of my permit does to my family and other families in the same position. We are urging County Commissioners to maintain unlimited transferability of existing permits.
