Hello Commissioners,
Legislation adopted several years ago sets specific categories for appointments to the Child Welfare Allocation Committee (CWAC) and vacancies must be appointed only by those counties in the specific category. There is currently a vacancy in the “At Large” category (counties of Adams, Arapahoe, Boulder, Denver, Douglas, El Paso, Jefferson, Larimer, Mesa, Pueblo & Weld). Additional information on CWAC can be found at the bottom of this email.
We are fortunate to have both Jefferson County Commissioner Rachel Zenzinger and Weld County Commissioner Scott James express an interest in serving as the “At Large” representative to the Child Welfare Allocation Committee (CWAC.) Information from both commissioners is attached.
For this process, each county/City & County chair should submit the county vote (one vote per county) to appoint either Commissioner Zenzinger or Commissioner James to the CWAC as the “At Large” representative. Please do so by Friday, February 21, 2025 to allow your representation on this important committee as soon as possible.

CWAC General Info
The Child Welfare Allocation Committee (CWAC) was created by the General Assembly of the State of Colorado to provide input to the Executive Director of Human Services relative to the development of an equitable model for allocation of the Child Welfare Service Block Allocation to the counties. In addition, the CWAC is obliged to annually review and revise the allocation formula as necessary to reflect the changes in cost of delivery of services, caseload and population, and any other county or state dynamics and make recommendations to the Executive Director.
The CWAC meets at the call of its Co-Chairs, at least two times per year, and on such other occasions as deemed necessary by the CWAC. Each appointed county commissioner may serve the duration of their term and serves without compensation provided by the Department.
