Loveland residents don’t want fracking in our city limits and we don’t want to foot the bill for Centerra South with our tax dollars. Instead, we should better fund important city services such as our wonderful public library!

Dear Commissioners:
I understand that your reluctance to approve the inclusion of agricultural land within the Urban Renewal Authority (URA) project boundaries known as “Centerra South” has caused a pause in its approval process. A pause was needed.
There have only been two successful UR/DDA efforts in Larimer County: the Estes Park URA (EPURA), and the Fort Collins DDA. The EPURA was formed after the Lawn Lake Dam broke and the downtown of Estes Parks was devastated. The URA helped rebuild downtown Estes Park and construct flood mitigation systems. However, when the town council wanted to extend the life of the EPURA, the voters, via petition and the ballot box, put EPURA to rest because its job was done. The town council wasn’t happy, but the citizens were.
The Fort Collins DDA has been a success because of serendipity and because of talented executive directors. The birth and growth of the craft beer industry in Fort Collins, and the proximity of the breweries to downtown Fort Collins, couldn’t have come at a better time to revitalize downtown. In fact, the Fort Collins DDA was the first, and perhaps still the only DDA in Colorado to be approved for an extension of its life. Beer has been very good for the DDA, and it still is.
Fort Collins has other URA projects (North College, midtown and the Mall) that have accomplished little to justify themselves.
Loveland has a URA project area around its downtown area that has underperformed since its inception and yet Loveland decided to plop a DDA on top of its underperforming URA.
As for the original Centerra, I remember that site as ag land … it should not have been a URA project area because farmland isn’t “blight”. Urban renewal is for renewing urban areas. A law was passed, sponsored by local legislators, to make that clear. UR/DDAs have their place, but they are not the answer to every municipal economic problem/wish.
Your thoughtful pause in the approval process of the Centerra South URA project area will benefit Loveland now, and other potential URA project areas in Larimer County.
