Dear Larimer County Officials,

I have lived in the Hearthfire Neighborhood for two years and am very concerned about the lack of reliable cell service.  I have talked to my carrier and to the city and I am told that there had been a tower in this area and then it was taken down.  They weren't sure when it would be replaced due to the regulations that must be followed.

This is a MAJOR health and safety concern for me and my family as many times I cannot make a cell call or keep it at my house, if the wind is strong there is no reception and there is no reception on Douglas Rd from Hearthfire down to Highway 1. There is zero coverage as any call you are on will be dropped in that area while on Douglas Road.

This has been true for more than a few years and will only get worse as the City has approved the building of a whole new subdivision that is being developed at Douglas and TImberline.

Please approve this tower and get it up and operational as soon as possible.

Sincerely

Patricia Roumelll Meyer

Dear John

As an elected county official, I was absolutely shocked by your response or that of your staff.  I have worked at the local, county and state level for decades and never in that time have I had an elected official say they would not take comments from their constitutes.

I will attend the Publix hearing and will remember this the next time you're running for public office.

Dear Patricia,

Thank you for your input, and because this cell tower proposal may come before the county commissioners in a public hearing I cannot engage in any ex parte communication. I suggest you reach out to our community development department staff directly with your thoughts and perspective.

Good evening Patricia,
You are right typically elected officials can and do correspond directly with their constituents however in this case, Commissioner Kefalas must make a "quasi judicial" finding during a land-use hearing along with the other commissioners.  In order for him to participate in this hearing he needs to ensure that he is not hearing from any of the parties outside of the official process.  He has a similar restriction, much like a judge who is unable, outside of the court hearing, to discuss the case with any other parties - I hope this helps you to understand the situation he is in regarding this matter.  Please let me know if you have any questions, laurie
