Hello Amy, 

My name is Annie Scott and I'm the Outreach Coordinator for Mountain Ministries.We are a grass roots organization in Northwest Larimer County working to make our mountain a place where  older adults can thrive and remain in their community of choice. 

We have been working with Larimer County Commissioner John Kefalas, and many community members for the last two years focusing on the need to increase healthcare access for our 3000 residents. 

We would like an opportunity to speak directly to Ms. Clark about our  successes so far and how USDA could support  these efforts. Our goal is to build  and attract a health system partner to operate a primary and urgent care clinic serving Livermore, Red Feather Lakes and the Northwest Poudre Canyon communities. 

A related problem we have been tackling since 2020 is poor access to healthy foods. We have operated the largest food pantry in the County but are encountering increasing financial challenges and have no funds currently to operate in 2026. 

Mr Kefalas has said he believes it is of strategic importance at this time that we meet with Ms Clark or one of her representatives as soon as it can be arranged at the Red Feather Lakes Community Association. He would like to be present but asked me to reach out directly to you.

Thank you for your timely response, Amy, and September 3rd works better for me if we are to have a virtual meeting. Although, as Annie indicated, we were hoping for a community meeting up in Red Feather Lakes to learn more about USDA rural development resources, especially the guaranteed loan program that might apply to our efforts to establish a rural health care clinic. That said, I understand that time is a precious commodity, and the most important thing is to connect. I have my next RFLCommunity Conversation scheduled for Thursday, 9/25. 12-1:30 for your consideration.

Hi  Sallie, we are really looking forward to seeing you. The site for the proposed clinic as well as the food pantry is on the property owned by The Chapel in the Pines 23947 W County Rd 74e, Red Feather Lakes, CO 80545. There is another site possibility less than a mile east from the Chapel.

Sallie, if we focus on the primary care clinic, it would be built on The Chapel in the Pines property (23947 County Road 74E, RFL, CO 80545) which is also the location of the food pantry.  We would have to apply for a zoning change to locate the clinic here.  Mountain Ministries has offered matching funds for this project, and we'd like UCHealth to own the clinic.  The building would be modular with hopes of moving it into the larger project described below.

We also have two investors who have expressed interest in building a much larger community center which would include the primary care clinic, rehab., and home healthcare together with housing.  It is our hope that we can guarantee aging in place in this project.  One of the investors owns property at 23342 W County Rd 74e, RFL, CO 80545, and the other investor wants to buy an adjacent piece.  Both are already zoned to accommodate the larger model.

I look forward to offering more detail when we meet on September 25th.
