Hey John!
It’s hard to talk about Cities or Counties being innovative without being realistic about Budget Season.
The Wall Street Journal featured a great OP-ED by Leon County Florida Administrator, Vincent Long, talking about the financial outlook including a reduction in property taxes and said, “you can’t make a historic change in our primary revenue source without making a historic change to the very role and function of government”.
States are talking about limitations to Cities and Counties and their ability to collect funds, but also placing more responsibility on their shoulders.
One way we can help; we’re working with Cities and Counties to ensure they are getting the most out of their Short-term Rental tax collection, fee and fine payments, and the promotion and compliance of rules. - We’re helping get more money in the door!

Artificial Intelligence and Digital Governance
NIST Releases New AI Risk Management Resources for Governments
The National Institute of Standards and Technology (NIST) has expanded its AI Risk Management Framework resources with new implementation guidance aimed at helping organizations deploy artificial intelligence responsibly. Although intended for all sectors, the guidance offers valuable tools for state and local governments seeking to procure, govern, or regulate AI systems. The new materials emphasize transparency, accountability, testing, and ongoing monitoring while helping agencies evaluate AI risks before deployment. As municipalities increasingly adopt generative AI for constituent services and internal operations, standardized governance frameworks continue to grow in importance.
Transportation Innovation
FHWA Awards Funding for Smart Transportation Technology
The Federal Highway Administration announced new grants through its Advanced Transportation Technology and Innovation (ATTAIN) program to support connected infrastructure, intelligent traffic management systems, and safety technologies across the country. Projects include adaptive traffic signals, vehicle-to-infrastructure communications, and digital roadway management platforms designed to improve congestion and roadway safety. Local governments receiving funding will test emerging transportation technologies while gathering data to guide future deployments. The investments reflect continued federal support for modernizing transportation infrastructure through digital innovation rather than traditional roadway expansion alone.
Economic Development and Land Use
EPA Announces Additional Brownfields Redevelopment Grants
The Environmental Protection Agency announced another round of Brownfields funding to help communities assess, clean up, and redevelop contaminated properties. Local governments can leverage these grants to transform vacant industrial sites into housing, commercial developments, parks, or community spaces. Brownfield redevelopment not only addresses environmental concerns but also expands local tax bases, stimulates economic activity, and supports neighborhood revitalization. Communities across the country continue using these grants to encourage infill development while limiting suburban sprawl and reducing pressure on undeveloped land.

HUD Highlights Adaptive Reuse to Address Housing Shortages
Federal housing officials continue encouraging adaptive reuse projects that convert underutilized office buildings, hotels, and commercial properties into residential housing. Communities facing housing shortages increasingly view adaptive reuse as an opportunity to revitalize downtown districts while expanding housing supply without requiring significant new land development. Local governments are updating zoning regulations, building codes, and financial incentives to facilitate conversions. These projects can reduce vacancy rates, support local businesses, and create more walkable mixed-use neighborhoods while addressing persistent housing affordability challenges.
