HB26-1429 — Consolidated Administration of Public Assistance Programs
On Wednesday, May 13, 2026, HB26-1429 passed — congratulations to all who worked to make this happen!
This bill establishes an Implementation Work Group to collaborate with a third-party contractor and subgroup to develop a transition plan and corresponding report, and to develop recommendations for Colorado's public benefits delivery model. Work group members will play a significant role in shaping operational, governance, workforce, technology, and implementation recommendations tied to the redesign of Colorado's public benefit delivery model.
About the Work Group
Pursuant to the bill, CCI will appoint six county representatives to the Implementation Work Group. Appointments must meet the following statutory requirements:
At least one member must be a county commissioner, human services director, or a designee of either, with relevant subject matter expertise in human services.
At least one member must represent a rural county.
At least two members must represent counties with high human services caseloads.
The remaining appointments will be made at CCI's discretion.
In addition to these statutory requirements, CCI is seeking members who collectively bring strong operational and leadership experience in eligibility administration and public assistance programs.
Responsibilities & Expectations
Members of the Implementation Work Group will be expected to:
Participate in regular Implementation Work Group meetings
Gather input from county peers and keep counties informed throughout the process
Assist in the development of recommendations and implementation strategies
Contribute to all required reports and deliverables
Key Timelines
July 1, 2026: Implementation Work Group established; third-party contractor selected; monthly progress reporting begins
January 1, 2027: Final transition plan presented to the Joint Budget Committee
July 1, 2028: Target implementation date for the redesigned public benefits delivery model
Note: CCI intends to have appointed members participate in a transition and onboarding meeting the week of June 8, 2026 (additional details to come).
