John, 

Thanks for sending in your testimony in favor of Marchman’s SB23-273 on the proper use of URAs. Since I read slowly, I asked George Garklavs to read it during the committee meeting. He is very active in Loveland. 

The bill passed the Senate today so it is on to the House. 

I know in Loveland there is going to be a lot of lobbying  to stop the bill in the House so McWhinney and other developers can use the ambiguity in CRS 10-1107 that was passed to try to prevent the misuse of URAs. If Marchama’s bill is defeated it will allow others to use URAs to develop farmland and divert tax money away from cities and other taxing entities. 

As our Mayor stated, when the existing URA in Centerra expires in 2029 the city will gain about 16 million that is currently being diverted. That will make a big difference in Loveland. We can't afford to restart the clock for another 25 years.
