You can check how commands are implemented in cf cli project https://github.com/cloudfoundry/cli/tree/master/cf/commands

You will need to read Contributing section of cli project (https://github.com/cloudfoundry/cli#contributing). 

I guess you'll need to sign CLA to allow your code to be merged in CF.
