new CF bosh deployment manifest generator tooling for aws

we've had difficulty keeping the aws bootstrap functionality working well because it is jointly owned by several teams and not under full ci. therefore people following along with the bosh aws docs sometimes had a difficult experience:

as a result, we decided to add some tooling that creates basic aws deployment manifests. they are multi-az and utilize vpc. the files are attached. we're certainly need to do more to document how to populate the values, but for those asking for example deployment manifests because the bootstrap tooling is broken sometimes, this should certainly help.

Usage: in cf-release, ./generate_deployment_manifest aws cf-aws-stub.yml cf-shared-secrets.yml
