What may cause bosh-agent folder empty during building stemcell for redhat 7

The folder is empty during building stemcell for redhat 7, which cause the step to build bosh_go_agent fails:

/mnt/stemcells/vsphere/esxi/rhel/build/build/stages/bosh_go_agent/assets/go/src/github.com/cloudfoundry/bosh-agent

Did you run `git submodule update --init --recursive`?
