Relationship between Cloud Foundry Organizations

Hi, 

I found there are several different Cloud Foundry related organizations in Github. Can anyone give me some guide?

The first two are easy to understand, but what is the relationship between third one and the others?

production code recommended for use, managed by cloud foundry foundation and covered by the project Contributor License Agreement
experimental projects that may graduate to production status someday, managed by cloud foundry foundation and covered by the project Contributor License Agreement
NOT managed by cloud foundry foundation and NOT covered by the project Contributor License Agreement, open to anyone to create and manage repositories
