[bosh-gen] Embed absolutely anything into BOSH releases using Docker

bosh-gen v0.22.1 has just dropped and it includes a major new feature - embed Docker images into your BOSH release, and unpack them into VMs at runtime.

bosh-gen package consul-image --docker-image progrium/consul

I've written up some whys/hows in a blog post https://blog.starkandwayne.com/2015/04/28/embed-docker-into-bosh-releases/

And I've updated the README.

https://github.com/cloudfoundry-community/consul-docker-boshrelease is an example project that embeds the progrium/consul image in blobs/docker-images
