illegal characters

I'm trying to import a json data file (attached). It contains some characters that seem to break importing. With the error

RuntimeException: Invalid UTF-8 middle byte 0x3f.

Is there a built way to force reading of illegal characters or enoding of files?

The attached the file that contains the characters that break importing.
