ckan datapusher resubmit fail

We're running ckan-2.9.2 on CentOS 7.

I'm trying to use datapusher to load data resources with the command:

ckan datapusher resubmit

but all submissions are failing like this:

Submitting 118 datastore resources
    Submitting ffde64c9-bf3e-4afc-99c8-5d05fe021456...Fail
    ...
    Submitting 00e72579-b68d-4aab-9694-6f81cf1d3ccd...Fail

How do I go about debugging this problem?

Since this is failing, I'm also trying to use xloader, but I'm having a problem with that too which I'll post about in a separate discussion.
