Guide on implementing CKAN’s authorization at the dataset level

Hi

I am looking for ways to implement authorization at the dataset level instead of at the organisation level. The use case is follows:

We have one organization for the whole CKAN instance with the roles below:

1. Data depositor - can log into the system and can only create, edit and submit his/her dataset
2. Data editor - can perform data depositor functions and publish any datasets in the system.
3. System Admin - can perform all functions, including user management.

Has anyone customized CKAN to enable the roles above? If yes, can you please share related extensions/patches, docs, etc.?
