Dealing with refusal to post source code of CKAN site

The Israeli government's main data site https://data.gov.il/ consistently refuses to publish source code. It last published the source code in 2018 (after several requests and legal letters..), however, since then they made some changes but didn't update their code.

We recently received an official response from them where they said they will publish some code, but they also admit they made some other changes which they won't publish for various irrelevant reasons (code is not stable / it's only a POC / they don't deem it worth to publish) - however, the code is live and used on their site, so I believe the AGPL license requires the source code to be published.

Is there anything which can be done about this?
