CKAN - static files return 404

Hello,

could you help me solve this poblem?

I can't load assets from public folder. 

def update_config(self, config_):
toolkit.add_template_directory(config_, 'templates')
toolkit.add_public_directory(config_, 'public')

but after wheel i don't have public folder

Public folder is missing
