JavaScript disabled in CKAN 2.10 Selenium tests?

Hi.

We have a suite of scenario tests for our CKAN plugins, using Behave+Selenium with the ckan/ckan-solr and selenium/standalone-chrome Docker containers, and they work fine on CKAN 2.9. However, for some reason, when we try to run them on CKAN 2.10, JavaScript is not enabled, causing many of the tests to fail.

Any insights about why this would be happening?
