Assistance needed with an International journal article

One of my colleagues, Sandra Reneke, works for the non-profit organisation Section 27 ( https://section27.org.za/ ) who operates in the social justice sphere in South Africa. She has been asked to obtain a copy of journal article and has been unable to source it in South Africa.
