I was wondering whether anyone could recommend websites or platforms that you have found particularly useful for tracking legislative and regulatory developments, preferably with e-mail alerts, in one or more of the following jurisdictions:
I'd also appreciate any information on whether your recommended platforms include collaboration features for teams, such as the ability to share notes, comments, or annotations on legislation internally.

Not sure whether you are talking about the EU as European Union or as the federal institution of its member states comprising them all. If the latter, may I direct you to the German ‘DIP’, not a culinary experience, but an abbreviation for ‘Dokumentations- und Informationssystem für Parlamentsmaterialien’.
It’s offering information on lawgiving in the (West-)German two chamber system since around 1983, the years before are still paper only.
One can use permalinks to get information on recent developments of certain legislative projects. As to the best of my knowledge there are none of the collaborative issues you mentioned. Understandable, as it’s a government feature which cannot allow outside contributions.
It’s quite useful and getting better. They don’t bother about people without a good command of German, but the automatic translations might be coping better and better.

Thank you very much for your prompt and helpful reply. Our current research is focused specifically on legislative and regulatory developments originating from the institutions of the EU rather than those of individual member states. That said, I will certainly keep the DIP database in mind should the scope of our research expand to include German domestic legislation.
