Seeking English translation of Bangladesh judgment

Dear International Colleagues,

 

Would anyone please be able to assist with sourcing an English language translation of the following judgment, from the Supreme court of Bangladesh’s High Court Division:

 

Human Rights and Peace for Bangladesh and others v Secretary of the Ministry of Shipping and others [Turag River Case] (Bangladesh Supreme Court, High Court Division, Writ Petition No. 13898/2016 - judgment and order dates 30.01.2019 and 03.02.2019)

 

We already have access to the later Supreme Court appeal judgment in English but would be most appreciative if anyone has a translated version of the first instance High Court Division judgment.
