I hope you are all doing well. I have a patron who is working on what sounds like a very interesting research project related to the Kuwait government’s recent revocation of citizenship. Apparently, lists of names of people affected are published in the Kuwait Gazette. However, access to the Gazette from the government’s website does not seem to be freely available to the patron . (The patron registered an email and apparently encounters payment and other access restrictions.)
In seeking to help the patron, I checked the entry on Globalex, visited the official site (in translation), and looked at OCLC to see how widely held the title appears to be. The patron tells me that the source is available in Lexis+ Middle East, which is not included in the scope of our institutional subscription.

The patron is about ready to give up on his quest for the data, because he worked at this for several weeks independently before reaching out to the library.
