Chinese developer cannot pay the registration fee

Hey chrome extension team,

I am a Chinese mainland developer. I want to publish my extension to
chrome extension gallery. But I cannot use google checkout(China is
not in the list of available country). I wish you can give me a way to
publish extension. Thanks.

Ping on this again. Per http://blog.chromium.org/2013/11/protecting-windows-users-from-malicious.html, off-store extensions will no longer be allowed next year. This effectively means that many extensions developed by Chinese developers can no longer be installed by ordinary users.
