There's been some interest in developing features like pagination and
links for the PDF plugin. Personally, I'm interested in improving the
PDF rendering. One thing I want to do is remap the colors of PDFs to
reduce eyestrain on computer displays.

All of this requires the source for the plugin itself, which I
understand isn't available.

If there's no interest in starting an open source version of the
plugin, I'd appreciate it if someone could outline how the PDF plugin
interfaces with Chrome, and/or how to develop a plugin of my own.

It is a PPAPI plugin. It uses a Pepper API (the next generation NPAPI, I guess) to interface with the browser (along with some private Pepper API).

It uses the FoxIt PDF API.

I know a little about plugins (I hoping to start work on a font related plugin).

Raph was a Ghostscript developer and can perhaps give you some advice on that.
