FYI: Android expectations removed from platform/chromium/TestExpectations

Gardeners (or as I prefer, Sheriffs):

Per Peter Beverloo, I've removed the Android test expectations from the Chromium TestExpectations file in r146639.  (The platform/chromium-android/TestExpectations file was left untouched.)

Apparently Android isn't running the layout tests and it will take significant effort to get them going.  Peter will share more about the plan for how to do this later.  In the meantime, this removal shortens and simplifies the expectations noticeably, and should make it easier to avoid overlapping expectations or combining non-Android failures with Android-specific bugs (both of which had been happening).

I shared the proposal with the Chrome on Android team earlier today.  It's not certain whether I'll (or anyone else on the team) will be able to spend time on this; it wasn't a priority this quarter, and per the proposal I'm hoping to change this for the second quarter...

tl;dr; Move to content_shell as the test runner, make results more reliable, integrate Android with the dashboards and have a solid set of baselines to start with, after which we will be ready to join the other platforms in being part of the gardener process.
