Bluetooth connection issues on Windows

Recent regression related to Bluetooth connections: https://crbug.com/1120338, Microsoft folks might have expertise / interest in helping work on this.

"... able to connect with the device if I open up the Windows Bluetooth System UI in parallel while I'm calling the gatt.connect() API. I don't need to actually add the device to the windows system. I only have to open up the Windows Bluetooth System UI which seems to enable something that allows the gatt.connect() to resolve the promise and return"

Google staff will be taking a look at some point, but other's help would be great.
