PSA: You may need to repo sync if you run firmware, crash or arc tests locally

I'm about to submit crrev/c/5178810, which will break some firmware, crash, and arc tests if you haven't done a repo sync recently. So if you get a test failure when running locally about can't find CONSOLIDATED.json, just repo sync to fix it.

Of course you shouldn't see this change unless you did a repo sync or git pull on the tast-tests repo without doing a full repo sync.

Do we actually pretend to support working with just tast repository updated out of sync with cros repo?
