IDB Task Prioritization (public) - Connecting Scott (js scheduling project) and IDB folks (Evan and Steve)

Hey all!

I just wanted to connect y'all - @Scott Haseley  told me they are actively interested in web platform APIs that could benefit from javascript task scheduling control, and I know this is something that Evan & Steve have thought about a lot recently.  A _long_ time ago I think event queue starvation on page load was a big problem with IDB and pages that needed that data on their critical path - but I also know Evan has done a bunch of work here already, so I'm not sure if it's still an issue.

Steve created a spec issue here about possibly integrating the prioritized task scheduling api and IndexedDB.

Anyways - I just wanted to connect y'all, especially since Scott told me of their interest in figuring out how to integrate this with other Web Platform APIs.
