Brief description

Allow users to reposition web contents based on the position of the virtual keyboard. I'm in the process of implementing this API for ChromeOS and would also be interested in starting an origin trial for this feature in M93, though I'm not sure what the right process is to do that, since feature development began before I started on this.

This is an interesting one, since the work is split with Microsoft. Keith, is Anupam Snigdha (@snianu) planning to write the spec text, or are you? From the TAG reviews and blink-dev I2E thread, it's unclear who's doing what now.

Either way, we probably want someone from spec-mentors in the loop, so I can volunteer to help out.
