DEPS discussion:

- Reread Bo's doc 

- We should consider Java 8 static/default methods: filed http://crbug.com/728443 (it seems there will be some difficulties from reading the Retrolambda docs).

- Short-term, we should move the non-public classes that are weirdly in content/public/android/java/src/org/chromium/content/ to content/browser/android/java/ and set up an initial halfway reasonable DEPS.

- Java package-private concept not workable if we do that move, so we should just make everything "public" Java-wise and use DEPS to enforce restrictions instead.  This is OK as a long-term solution as well (DEPS is just as good or better than Java packages, and C++ Chromium developers are more familiar with it).

Other discussion:

- Have a plan for accessibility manager lifetimes.  Has been a concrete pain point (crashes on innocuous refactoring).

- Plan to get approval for tap disambiguation replacement (http://crbug.com/704323) from UX: should talk to ainslie@, hannahs@, cleer@.
