Aggregation Service local testing tool for Private Aggregation

The Aggregation Service local testing tool is now available for usage with Private Aggregation. 

Aggregation Service generates summary reports from the contribution made by Private Aggregation, and with the local testing tool, you can locally process the aggregatable debug reports submitted by the Private Aggregation API.
