[blink] Feature to busy loop less during compositor driven gestures
This change introduces a feature to prevent busy loop for the maximum
allowed duration during compositor driven gestures. Since renderer main
thread is not on the blocking path during this use case, this should
allows us to maintain all the benefits of busy-looping and save power.
