Rust-based LLM guidance library in Chrome

Hi Chrome Rust folks,

We;re looking to add the llguidance Rust library into Chromium. Tihs library will be used to support structured output in Chrome's LLM prompt API. See the ATL approval thread for more details.

The initial import and implementation of this feature will be driven by a team at Microsoft, but my team (Chrome ODML Infrastructure) will own the code as well.
