Flaky presubmit error

Starting around February 28th the following presubmit error has been happening on about 10% of presubmit --all runs:

vpython3 -vpython-spec C:\b\s\w\ir\cache\builder\win_presubmit\src\.vpython3 -vpython-tool verify (2.33s) failed
Errors:
  when resolving linux-amd64: duplicate package in subdir "wheels": "infra/python/wheels/six-py2_py3": defined on line 87 and 88
[E2023-03-09T16:17:25.940662-08:00 1220 0 application.go:140] fatal error: exit status 1

Searching the page for "wheels" shows four failures. Because this is a flaky failure the blamelist is not particularly helpful, and it looks like the duplicate entry is in an infra file anyway. Any thoughts on what could be causing this? I found these two files that are potential infra duplicates but they change history doesn't line up.

Now that the Linux presubmit --all builder is green the flakiness is visible there as well - six out of the last 50 builds:

Is it better to file a bug with Infra>ThirdPartySoftware component for this kind of issue?
